The reform-minded Pakistan Tehreek-e-Insaf (PTI) on Friday unveiled an economic transformation programme that has promised, among other things, to create up to 10 million new jobs over the next five years.
The party’s senior vice president Asad Umar, the former chief executive of Engro Corporation, claimed that PTI, after coming into power, will ramp up investment spending to 21.4% of GDP by 2018 from the present level of 12.4%.
“We will spend Rs2,000 billion on the poor in five years by collecting taxes from those who maintain the status quo,” Umar said.
A reforms programme has been drafted in consultation with key stakeholders including top businessmen, academics, technical specialists, labour unions, farmer associations and the youth, he said.
Education and health reforms
There will be one modern education system for all Pakistanis. PTI plans a five-fold increase in education spending to Rs2,195 billion by 2018 to achieve 80% enrolment. Spending on health will be increased five-fold to Rs1,142 billion by 2018.
Energy reforms
PTI will focus on reducing the cost of producing electricity. It will resolve the circular debt issue and make Pakistan an energy secure state, claimed Umar.
Expenditure reforms
The PTI will slash expenditures of the presidency, the prime minister, chief ministers and governor houses by 50%. It will slim down the size of government and cut ministries to 17 from 37 as well as abolish free and subsidised plots to generals, judges, politicians, civil servants and journalists.
Tax reforms
There will be an equitable tax system for all Pakistanis. PTI will end amnesty schemes and provincial governments would collect property and agriculture tax. New tax reforms will increase tax revenue to 15% of GDP in 2018 from 9.9% in 2012, Umar said.
Institutional reforms
PTI will empower state institutions yet hold them accountable. It will devolve power from the central and provincial capitals to local communities at the grass roots level.
Accountability reforms
All accountability institutions will be outside the purview of the government to enable across the board accountability with no political interference.
Agriculture reforms
PTI targets to sustain high growth rates by increasing agriculture yields and improving efficiency of on-farm use of water and energy. PTI’s focus will remain on small farmers, ensuring access to inputs and credit needs and strengthening market linkages to ensure fair price to the small farmers, Umar said.
Earlier, giving an insight into Pakistan’s economy current situation, Umar said that average growth rate of 3% in the last five years is the lowest in Pakistan’s history.
Investment to GDP ratio has collapsed to 12.5% in the current fiscal year compared to 22.5% in 2007, PTI leader said.
‘Promising the moon’
Promising the moon to the nation, Pakistan Tehrik-e-Insaf chief Imran Khan vowed, at the unveiling of party’s economic policy, to make the defence budget accountable, pledged to raise the level of trade with India and converting the sprawling government houses into educational institutions.
However, his political opponents dismissed his claims as “new wine in an old bottle” and lampooned his “naive” political talk.
“There is nothing new in this agenda. The incompetent PTI managers stole our agenda and presented it as their own,” said Siddiqul Farooq, the PML-N’s central leader.
“This is PML-N manifesto verbatim. We are the ones who opened up trade with India and we first spoke about converting the government residences into educational institutions. As far as defence budget is concerned, PML-N is demanding for ages to discuss the budget in parliament. So what’s new?” asked Farooq.
When asked why PML-N could not convert the government residences into educational institutions, Farooq simply replied “because there were security concerns.”
PPP former provincial finance minister Tanvir Ashraf Kaira said that Imran is talking about making the defence budget accountable now, “we are the ones who brought it in parliament. What he is saying, we have already done,” said Ashraf Kaira. “Expanding trade with India without compromising the Kashmir issue has been our old policy and we have expanded the volume of our trade with India which now stands at more than a billion dollars,” he said.
Converting government residence into educational institutions is impractical and useless exercise. “PML-N wanted to do it but could not do it because educational institutions require purpose-built campuses,” he said.

Can PTI's economic agenda be successful without addressing terroris and intolerance rampant in our society? Because of these nuisances the investors are fleeing Pakistan with their capital. PTI has relied mostly upon agendas of other political parties except that it will convert Govt houses etc int schools. What a funny idea.. PTI zindabad. I think PTI can get rid of the 'Circular' debt, started by musharaff, into a 'Rectangular' debt. This way the 'Debt' wont go in circle but hit the 'wall' of the side of the rectangle and stop.

Do you even know that Pakistan is currently 155th worst out of 175 countries in the world in tax-to-GDP performance? Who will pay for law & order, education, health, infrastructure development, energy sector reforms, etc??? Everybody complains about these things but nobody wants to pay taxes, that is what this country's problem is!
PML-N get chance to increase massive Tax collection in terms of agriculture and Property which is provincial responsibility but PML-N couldnt even a single penny.

@John B: First of all, investment as percentage of GDP will grow to 21.4% (rather than 24%)...secondly, this measure is not dependent on tax-to-GDP ratio directly because it includes gross capital formation in public as well as private sector. Just to put things in perspective, Pakistan's investment to GDP ratio had already touched 20% in 2005-06 while tax-to-GDP ratio has not crossed 11% in the last decade. Similarly, India's investment to GDP ratio is currently 30% while tax to GDP ratio is 15%. This number is significant for emerging markets because it gives insight into scale of productivity as well as infrastructure readiness for business growth. Its sad to see people criticizing just for the sake of it!

The deficit you are mentioning is easily covered by the foreign remittances. Seems you don't know what anything about Pakistan and you are challenging a former successful CEO of the only remained organizations in Pakistan that are hugely profitable.

No mention of agriculture tax and land reforms since most of the PTI members joined the party who recently are piri Landlords. The way some industrials have recently gathered also shows they are there to protect their interests.

If we honestly look at the manifestos of different political parties, they are revolutionary in nature and designed to induce development. Issue in Pakistan and with political parties is not manifesto but implementation of manifesto. All political parties talk about increase in educational budget, increase in investment local and foreign, promotion of trade, collection of taxes. All these easy reach can only be successful if we have good governance and rule of law and institutional balance, and above all political stability which is dependent on internal unity. Overs the years we have seen that we more political polarization which has more dangerous consequences. HOW PTU will manage these things with almost no experience of governance and no knowledge of statecraft. Any I wish them all the best to give this country what it is looking for since long.

Anyway, getting all these money via taxes is a pipe dream. You first need to tackle terrorism, extremism and take on various criminal mafia before stabilizing the country and generate revenue through taxes. I haven't heard much about Kaptaan Khan's plan to tackle terrorism and religious extremism.

We as Pakistanis must hope for the best and put all our efforts as a nation for change. We all know that the two major parties, PPP and PMLN have failed to perform despite various opportunities. They have failed to serve the nation, they have failed to deliver, they have proved themselves as the most incompetent political leadership. Today, Pakistan is on the verge of complete collapse, and we have to accept this harsh reality. Pakistan needs change, Pakistan needs new leadership, Pakistan needs new and fresh blood. Re-electing the current ruling elites, both PPP and PMLN, will be a suicide attempt. I would find any logical person hard to disagree with the reforms PTI has brought forward. You can disagree with the faces but common sense should still remain. Whatever PTI has brought to the table should be appreciated. I haven't seen anyone declaring any assets the way PTI has. There are some PML-N and PPP ministers who cannot differentiate between personal income tax and sales tax. How in the world are they going to fix our country? A country in which the PM does not pay any personal income tax? Where a prime minister who owns/owned several factories doesn't pay any tax at all? The great thing about PTI's declaration is they declare the assets of their children too.

Two things are funny here:
Investments will increase to 24% GDP by 2018 while tax revenue will increase to 15% of GDP. The manifesto already has 9% deficit spending over and above the already accrued deficit spending. Where is he going to get 9% of GDP as investments and at what cost and how.
All parties are fighting over their accomplishment of increased trade with India. Kind of funny.

Imran's Economic plan indicates that he does not know anything about economy and current Business and Trade environment of the country, otherwise he would have never suggested Rs. 2000 Billion more in new Taxes. He is expert in only one thing and that is how to evade taxes. Imran should guide us how to live a luxurious life without working and without paying any Taxes.

What's next?
Looks like most of this money is going to come from taxes. So how many of the top 100 families of pakistan will pay their taxes and how much will be paid by the while collar people? This plan looks very very superficial to me.
Although PPP has done miserable bad in terms of Governance, but they have show Grace in criticizing their political opponents but PML-N is pathetic vision-less party without any political ideology .... Nawaz League ..... The Name Shows all.......
I am not a PTI supporter, but that's a positive step and I really appreciate as long as they implement what they suggested.
PTI has come a long way by announcing much need direction and approach in shape of policy statements. This shows party seriousness and forward thinking to meet the current and future challenges. We need to set our priorities right to put our efforts where needed most.
