The Sindh High Court on Wednesday suspended a notification appointing a retired police official as SP Crime Investigation Department, in a petition filed by an unseated SP of the CID. The court also issued notices to the Chief Secretary of Sindh and provincial home secretary for July 25.
A division bench of Justice Shahid Anwar Bajwa and Justice Sadiq Hussain Bhatti heard arguments of petitioner’s counsel, advocate Soulat Rizvi, who contended that Muhammad Hassan Dal, had retired from the police service in January, 2010. “He was initially appointed on a BPS-18 post of a technocrat and was later posted as the SP CID this month.”
He said that Dal was appointed as a ‘technocrat’ on April 26, while he was posted in the CID on July 5, and replaced the petitioner, SP Zaheer Ahmed Tunio.
Rizvi argued that law has no provision for the post of technocrat while a retired policeman cannot serve as SP.
