Petitioner Akram Rahi said that Muhammad Azam had sold him a 5-marla plot in M-block in Sabzazar for Rs1,050,000 on October 4, 2004.
He said he had paid Rs850,000 in advance and agreed to pay the rest after the plot was transferred in his name but the sellers then disappeared.
He said he found Azam again in 2005 and demanded that the plot be transferred in his name.
Azam, and Muhammad Afzal told him they would transfer the plot within a week if he paid a Rs12,198 fee and the outstanding amount of Rs200,000.
He said he paid up but the two men disappeared again.
He said that he found Azam again on May 14, 2012, and took him to a panchayat which directed the latter to either return his money or transfer the plot.
He said that Azam did not comply with the decision.
He said he had learnt that Afzal had sold the same plot to Shaukat Ali, who had sold it Muhammad Kamran, who then had sold it to Jameela.
He said he had visited Allama Iqbal Town SHO but the police had not registered the case.
He asked the court to direct the SHO to register a case against Muhammad Afzal Alvi, Muhammad Azam, Shaukat Ali, Muhammad Kamran Butt and Jameela Shahida.
The SHO when summoned by the court said that the plot was not in his jurisdiction.
