"Bandial said that as far as the high court was concerned suo motu action was not appropriate. He said that the huge backlog of procedural litigation was a matter of concern." Looks like the new CJ of LHC is a competent and fair minded judge. He admits that there is corruption in judiciary and wants to end it. In addition he does not want to start political cases all by himself and would take care of the huge backlog of appeals in the HC. Kudos to the truly independent judge, best of luck.
