Mendis and Fernando last played for Sri Lanka on the tour of South Africa last year and the spinner, who suffered a back injury, has not played a competitive match since January.
Another fast-bowler Nuwan Pradeep also returns from injury after he suffered a hamstring tear against the South African Invitation XI in Benoni.
Pakistan are due to arrive in Colombo on May 28 and will play two Twenty20s, five One-Day Internationals (ODI) and three Tests. India are expected to play a shorter series, comprising five ODIs and one Twenty20.
