Unlike the ISI, many know little about RAW, which is secretive and low-profile. For this reason, it is also assumed to be competent, or at least effective. Let me recount a story.
In October 2001, I went to Afghanistan to cover the war after 9/11. I returned defeated in 10 days. I was too fat for my horse, which shrugged me off during a crossing of the Oxus river, wrecking a Rs400,000 camera. Sadly, this was just after I shot some extraordinary pictures of American B-52s bombing Taliban positions.
I had no visa for Pakistan so I had to work my way backwards through Tajikistan and Uzbekistan. I collected my stuff and stood at the Hotel Dushanbe’s porch, but the taxi driving me to the Uzbek border broke down. I thought of what to do next and began shouldering my rucksack.
“Chal yaar,” said Uncle 1, who clapped my neck and urged me into the white Mercedes-Benz by the side. He and another man, call him Uncle 2, I knew from the breakfast table. They would be there before me, in suit and tie, and stay till after I had left. At night, they’d be at the bar before I came and stay till after I’d left, throwing back whiskies and cracking jokes.
They did not tell me their names or reveal much about their work. Uncle 2 gave me an insider’s smirk when I asked and Uncle 1 would say: “Ha, ha,” always adding, “Hain?” I had assumed they were reporters wary of giving away information.
The Mercedes was surprising. As was an incident a couple of days before. While all other reporters were waved through, Uncles 1 and 2 were sent back by the tough, unspeaking Russians patrolling the Tajik-Afghanistan border. They made the long drive back to Hotel Dushanbe, and apparently never left it, while the rest of us saw action.
This was what I knew when we got to the Uzbek border. For some reason, the uncles didn’t get out of the Mercedes. The stamps on my passport, which was in my pocket when I fell into the Oxus, were one big black smudge. I had prepared my story, which revealed just enough fact to make it truthful while also preserving my honour (“And then the horse was startled by falling bombs!”). I opened my mouth to explain and point, when the Uzbek officer looked up at the Mercedes and just waved me through.
I closed my mouth and went back to the car.
That’s when I figured who Uncles 1 and 2 were, and what they were doing where only reporters tread. I had thought of the men of RAW as ruthless, hard and competent. These men were nice. The kind we Indians know as uncles. Would they be able to James Bond their way into Balochistan, lead an insurgency against the ISI, kidnap Dawood Ibrahim and bring him back in triumph?
No. They couldn’t even fool Russians manning a border. Their Afghan adventure was, like mine, a junket. It would be fascinating to know what they filled up in their debrief form back in Lodhi Road. The efficiency and competence of India’s bureaucracy is on display at the post office, the consulate and the railway station. We must not expect it to be any different for its spy agency.
A few months after my return from Afghanistan, an officer from the Intelligence Bureau’s Fort office in Mumbai called and asked to meet me.
He was young, in his 30s, and tried to make small talk before making his point. “Sir, you go to foreign parties?”
Yes, I said, I was invited to some diplomatic parties because of my work. “Sir, can you tell me what happened?”
What? “Can you tell me what happened at next party?” Why, I asked. “We need information about diplomats.” I said I couldn’t do that.
“Sir, please,” he whimpered.
I said OK, and soon forgot. Apparently so did he, for I never heard from him again.
To Indians I will say this: There are other things to be justifiably proud of as an Indian. Having a brutally effective spy agency should not be among them.

You have already concluded that persons writing against ISI in your domestic media, are doing so because of 'vested interests'. If they start giving such opinions in Indian media, people like you will brand them traitors and RAW agents.
There have been cases of journalists killed by agencies in Pakistan. For example, the incident involving Saleem Shahzad.
Its amazing to see so many Indians obsessed with Pakistani news portal. Seems like they have lost trust in their owns.

@Vinayak: I hate to disagree but there is too much "baseless" and "incorrect" bashing of ISI in Pakistan for vested interests. Period.
Akbar Saheb has forgotten that Bomb don't go of daily in India which has become a norm in Pakistan. RAW according to him may be ineffective but it has been able to keep India safe which Clearly ISI has not been able to do so.
@usmanx: Greeks, Arabs, Irani, Turki, Mongol, Uzbek, Sikh, British, Russians, Americans - everyone has occupied Pashtun lands for sometime after defeating Pashtun armies. They also got defeated by Pashtuns in 1 or 2 battles here and there. But people who suffered in the end was Pashtun because all fighting happened on Pashtun lands. Why do u think Afghans live in stone age? Think.....

@usmanx: ever checked the statistics of that battle. among these 16000 or so, only 4000 were soldiers and the rest civilians. what you want to prove by killing 12000 civilians.
and if it is anything to be proud of, why complain when americans are killing you day and night, or when russian slaughtered close to 2 million afghans. regarding hospitality, it is part of almost every civilization on earth and you are not any exception.
however, have you ever cared for those pashtoons who are finding it difficult to make both ends meet in refugee camps, or ever protested FATA CRIME RULES, aren't the persons convicted therein pashtoons. the convicts can't have wakeel, daleel etc.
isn't it true that 2 out of every three pashtoon living under the thumb of punjabis in pakistan.

You have quoted one news report, and one of your personal experience with RAW(apparently).
I fail to understand how do you draw a general conclusion that 'RAW is incompetent', just from these things.
Also, I do not see anything wrong in your personal experience with these 'agents'. The only 'negative' things you said about them were that, (1)they were nice uncles (You expect agents to be tough 'James Bond' types, I presume) , and (2)they were drinking whiskeys.
You say a person from the intelligence bureau contacted you after you returned from Afghanistan. You say he wanted information about diplomats you met. As an Indian, I am glad that these people are doing their job.

Still, you can either believe that your media is "liberal, free and flexible" or believe that RAW is behind the Baloch insurgency. You just can't have it both ways.
RAW figured out well in advance about threat to Musharraf's life and conveyed it to him. Which proved to be real. If they are maintaining a low profile shows how invisible these guys are. Speaks more about their professionalism than incompetence. But it can be agreed that RAW is less into destablising activities in Pakistan, esp. in Balochistan. As stable Pakistan is as important to India as it is to us.

I am astounded, how an Indian journalist is allowed to post an Op-Ed with RAW as their heading title. I wonder if a Pakistani journalist would be allowed write an Op-Ed on ISI. Maybe our media is bit more liberal, free and flexible as compare to others.

Mr Patel how did you know they were from the RAW? Pray tell us? And don't be so sure that people in the RAW are always people from the civilian background. They could be from the armed forces too. And if they are they would not be sitting and drinking like fish! Don't insult our officers!!
Indian author has failed to conceal the fact by giving evidence of their presence in central asia. After the fall of Taliban, Afghanistan received more raw agents than the joint number of NATO forces. Trained spies were deployed against the Durand line and the rest over rubbish were sent haphazardly to other parts of Afghanistan including the areas which border with central asia. We don't say RAW is as competent as ISI, but due to the free licence by the puppit Afghan regime they became able to Tribal Pakistan and Balochistan. My Indian friends: now don't say RAW men are all insane and only fools are recruited in the agency.

Absolutely agree. It's not something to be proud of. It's dirty job which needs to be done but not without accountability. And while somebody is actually doing that dirty part, me and you can blog and comment on their successes and failures!!!
Bottomline is it's not something to be ashamed off as well till the motive is to protect own interests without playing with innocent people . Let's not create much buzz and let it continue with the underprofile image that it has chosen for.

The author did illustrated that raw is incompatible but failed to demonstrate why we don't need an effective brutal spy agency.should we take 08 attacks lightly and wait for next terror attack?
but a spy agency must be able to neutralize and tackle all the external and internal security threats,i dont care if they are ruthless or kind or something else as long as they do their work efficiently.and the world of espionage is a murky world..u cant expect a spy to be simply cracking jokes or giving lifts to people..
