Raising the issue on a point of order in Thursday’s Senate session, Senator Raza Rabbani of the Pakistan Peoples Party said that the US Senate committee has no jurisdiction to call a hearing on any issue happening in Pakistan. “There should be a clear message to the US from the Senate of Pakistan and the government that such an intervention is intolerable,” he said.
Rabbani, architect of the 18th amendment and head of the Parliamentary Committee on National Security, said that some foreign elements have joined hands to exploit the situation in Balochistan and this is against the sovereignty of an independent country. “We cannot surrender our sovereignty in the name of globalization.”
Senator Kalsoom Parveen, of the Balochistan National Party-Awami, was of the same view, while senators Abdur Rahim Mandokhel and Haji Adeel emphasised the need to improve law and order in the province.
Earlier, in the packed Room 2200 of the Rayburn Office Building, members of the House Foreign Affairs' Subcommittee on Oversight and Investigations began hearing human rights activists and scholars detail human rights abuses in Balochistan.
The hearing chaired by Congressman (R) Dana Rohrabacher, who last week introduced a bill in the House of Representatives to award Dr. Shakil Afridi with US citizenship. In his opening remarks, Rep. Rohrabacher said that Balochistan is a turbulent land marred by human rights violations "by regimes that are against US values".
Rep. Rohrabacher outlined the history of Pakistan's creation, and highlighted Balochistan's grievances vis a vis natural resources, said that the province’s wealth was being taken by dominant Punjabi elite.
Addressing the committee, scholar Christine Fair said that while she understood emotions ran high, targeted killings were also being carried out by the Baloch.
In his submitted testimony to the committee, Amnesty International's Advocacy Director T. Kumar called on the US to "apply the Leahy Amendment without waivers to all Pakistani military units in Balochistan."
Ali Dayan Hasan, the Pakistan director for Human Rights Watch, in his submitted remarks, said that cases documented by the HRW show that Pakistan's security forces and its intelligence agencies were involved in the enforced disappearance of ethnic Baloch. The HRW representative asked the US government in his recommendations to "communicate directly to the agencies responsible for disappearances and other abuses including the army, ISI, IB, Frontier Corps, police and other law enforcement and intelligence agencies, to demand an end to abuses and facilitate criminal inquiries to hold perpetrators accountable."
Hasan dubbed the military's role in the province as brutal, and an occupying one. He clarified that the HRW took no position on the issue of the independence of Balochistan. He argued that the US and UK had made enforced disappearances possible by allowing them during the war on terror, which has led to the military doing the same. Christine Fair added that Pakistan's abuse of human rights have served the US' interests.
In his testimony, analyst Ralph Peters called Pakistan a supporter of terrorism, and said that Pakistan had made the US complicit too by launching attacks against India such as the Mumbai attack.
The hearing, which lasted a little over an hour, came to an end as congressmen decided to go to the floor for a vote. In his closing remarks, Rep. Rohrabacher declared that the hearing was no stunt, and that they wanted to start a national dialogue on what US policy should be in that part of the world.
Dr M Hosseinbor, a Baloch lawyer and witness at the hearing, said that according to Baloch sources, nearly 4,000 people have disappeared in the province since 2001. In his submitted remarks, Mr Bor called on the US to support an independent Balochistan “in case Pakistan or Iran or both collapsed from within”.
The hearing, which lasted nearly 75 minutes, came to an early and somewhat abrupt end as the congressmen were summoned to the House floor for a vote.
State Department distances itself from Balochistan hearing
When asked about the Congressional hearing on Balochistan, State Department spokesperson Victoria Nuland said that their view on Balochistan remains unchanged. "Congress holds hearings on many foreign affairs topics. These hearings don’t necessarily imply that the US Government endorses one view or another view. I’d underscore that the State Department is not participating or involved in this hearing today."
The spokesperson referred to comments she had made recently on Balochistan on Twitter, "We emphasise that the United States engages with Pakistan on a whole range of issues, including ways to foster economic development and expand opportunity in Balochistan."
When asked whether the US supports a demand for an independent Balochistan, Nuland said, "Our view on this has not changed, and you know where we’ve been on Balochistan. We encourage all the parties in Balochistan to work out their differences peacefully and through a valid political process."

1. Majority of Baluchis do not want independence from Pakistan, but only want their due rights which must be and shall be given to them. 2. Almost half of Baluchistan’s population is Pashtun, Hazara, and other sub-nationalities and they do not support the Indian sponsored BLA. 3. There is no such geographical distance of 1,000 miles as was between East and West Pakistan, which put Pakistan Army to a great strategic disadvantage.
We have already learnt many lessons from the East Pakistan tragedy, the mistake we made on all levels, and more importantly now we know your modus operandi very well.

I liked what Imran Khan said in his Karachi Jalsa -' PTI government will focus and divert all development schemes towards Balochistan, case in point East and West Germany. It can be a very good start to make Balochistanis a stake holder in Pakistan.

As a Pakistani, I do worry about the in-equalities inflicted on my Baluchi brothers. I think US interest in the case will highlight the matter within the Pakistani society too. So well done USA. To those who object based on 'this is PK's internal matter' - human rights abuse is a matter for humanity, I m least bothered about US's track on the subject and more interested in what will it take to pronounce this issue and create awareness amongst Pakistanis.

The problem with that is this: a) That path is already tried. It has only led to radicalization of the entire Country of Pakistan. India has grown leaps and bounds, while it has led to Pakistan being stuck in stoneage. b) India has sealed the borders and its not easy getting into Kashmir. Kashmir saw the highest tourist turn out in 2 decades last year. And, the recent panchayat elections where 80% of the people participated shows how Kashmiris prefer ballot of India over Pakistani bullets. c) China doesn't want to be seen supporting Terror when it has its own insurgency problems.
@Humayun: My dear friend, you have to look at the problem rationally. Who were the Governor's & Chief Minister's of Balochistan. Was it a Punjabi,Sindhi or Pashtun. Ironically nearly half of Balochistan is inhabited by Pathans but their representation is very poor. I have never heard them complain. The son's of the soil when governing their Province were busy accumulating wealth. In how many Forums did they raise their voice. Did they plead their cases vehemently in the corridor's of Power & the Assemblies. Two reasons. One they did not have the acumen to do so, and the other was that they did not themselves want the people to be Educated & Empowered so that they would not be able to stand up for their rights. No Development to keep they in the Stone Age.

I don't like this! This is a serious development here and we must take it seriously, it is now or never. Please, save Pakistan. All is not lost, yet. Rush and do whatever can be done. Don't let our family grievances destroy our home. I'll talk to my brothers myself on his terms rather than have others intervene and settle our differences. Let's right all the wrongs that we are guilty of doing in Balochistan, and let's do it fast.
I have come an argument many times whereby all the blame for 'non-development and backwardness' is fixed on Nawabs and Sardars. Ironically, those titles and positions are acknowledged and recognised by the government of Pakistan, at least practically.
Besides, how can a welfare state dispense with its responsibility by stating its inability to tackle its subjects.
Generally in my experience, people living in metro cities especially take the Balochistan issue in a stride with out fully appreciating and understing the compexities. They tend to think that it is some isolated bunch of rogue ethnic group that is causing trouble.
Balochistan issue may not be as complex as it appears, and at the same time it may not be as simple as one would like it to be !!!

From Afghanistan to Iraq, we have seen too many human rights violation caught on tape. On the other hand Kashmir is totally out of too civilized nations radar. Baluchistan with all those problems has not been that turbulent as compared to Kashmir. World should focus on more important issues. Baluchi brothers will be entertained through the normal political process which will surely heal their wounds. Government of Pakistan should do more to win hearts and minds of our brothers.

In Pakistan it is a fact that Punjab tries to be elite then other provinces feel bad to say that but it is a fact which can't be denied. Our government / military are in state of denial likewise they were before creation of Bangladesh and Mohajirs demand of separate land in 90's. I wish there would be a foresighted leader like Altaf Hussain in Baluchistan who holds the Baluchies together and makes the government realize the actual status. I wish there would another Nawab Akbar Bugti to do that. If not so then it wont be a surprise for the world changing the map for South Asia again.
The situation has become so serious that we can hear people talking about it in the highest level abroad. However, here in Pakistan I can't see anyone worried about the devilish plans of the enemy. No one is fulfilling their duty - government, opposition, army. judiciary, media. God save Pakistan.
why not kashmir be taken up and researched into by the Rayburn Office Building, members of the House Foreign Affairs’ Subcommittee on Oversight and Investigations....??? doesn't kashmir has thousands of human rights violations..............????????? what about bosnia???? what about libyans who were killed by pro and anti gaddafi forces....??? what about iraqi children who died because no milk was allowed to enter iraq during 90s....????
it's the easiest thing to do,to blame all ills on punjab.no mention of the thousands of punjabi civilians murdered in balochistan in an ethnic cleansing campaign.no interviews with the families of the teachers,doctors,laborers and businessmen who were deliberately murdered because of their crime of being punjabis.such biased hearings by the americans will only create more problems,not solve any.condemning the killings of one community but deliberately ingnoring the murders of thousands of ppl from another shows the discrimination.why no media channel does any talkshows on the genocide of punjabi civilians in balochistan? all the talkshows are only on the grievances of the baloch but none have ever been on the ethnic cleansing of punjabi civilians in balochistan.
Amnesty International’s Advocacy Director T. Kumar is biased Indian and Amnesty International only talks about human right where Western countries have some hidden interest. In the name of Human rights, they attack and divided countries and human rights organization do nothing and keep quite during the occupation and on the murder of civilians in the hand of NATO. It’s a conspiracy against Pakistan. US and NATO were never interested in settling in Afghanistan. The whole purpose of invading Afghanistan by NATO was to de-stabilize Pakistan with the help of India; they have trained and still training Gorillas to launch major offensive while keeping Pakistani Army busy on so called war on terrorism. They want to create another Darfur and the same senators and congresswoman and Congressmen are involved in presenting the solution on Assembly floor and propaganda is already has begun against Pakistan. They want to separate Baluchistan for many reasons and those reasons are as follows 1- 4th largest gold mine of the world 2- Oil 3- Mineral mines 4- Strategic location They want to have a full control of the Sea of Gulf and want to neutralize Iran by taking away their oil rich province and along with Baluchistan of Pakistan to form a one Baloch state and turn it in to somewhat like a Kingdom of Arab Emirates with no democracy so Westerners can force them to buy trillions of dollars’ worth of ARMS and other US and Western Products by blackmailing these Blochi Kings that if they do follow their instructions, they will be killed and will be hanged like Saddam and dragged on streets like Gaddafi. We Pakistanis, don’t like this current form of Government and definitely want to get rid of them and replace them with competent people. We must stop fighting with our own people and pay more attention to Baluchistan by building Military bases and must lease Gawadar port to Chinese so NATO can be deterred from attacking Pakistan. Remember we are not Sudan , Iraq or Libya so back off and go back to where you came from.

Even though it is a political stunt by US, it is good for Pakistan because it will raise the heat on the issue on the internal media and force our political parties to come together for a solution. From US side, they have planted the seed in case this needs to be used in the future. In short, this is an alarm for our political and establishment elite to wake up or lose a part of Pakistan once again.
If this was a Senate hearing then I would be worried because the Democrats control the Senate - a hearing in the House is likely a political ploy by the Republicans who continue to try and put Obama in the position of trying to defend an unpopular Pakistan. In short - this won't get traction and will die a natural death.
US congress should have held a hearing, prior to the meeting on Balouchistan, on the human rights violations being committed by the US drone attacks on innocent children, women and men in the tribal areas of Pakistan, which has already been admitted by US President Barack Obama.
You guys are funny! America is not a member of the International court of justice, has not accepted the Kyoto protocol, But what goes in Baluchistan is your worry. You should worry about the human rights you are flouting!

To my fellow Pakistanis and especially Balochis, nations have to face many challenges on their path of becoming great. To do this, all groups within them need to struggle to improve their institutions and systems. This is not easy and requires sacrifices. But truly people have faith that they would prevail and are able to eventually transform their societies & system. Moreover, they do this not by looking outside for "help" but by looking inside at themselves, asking themselves hard questions, facing realities and changing their thinking, surroundings, institutions and systems.
If there is one lesson one should learn from US history, it is that their challenges were far greater than that of us. Yet they overcame them by struggling and striving for their values within their own system and struggled to improve it. Martin Luther King, Jr & Malcolm X did not go to the UN for their civil rights nor to any other outside country. The "human rights watch" did not do anything for it. They prevailed by changing their system, not by giving calls to succession.
We need to remember that the solution to our problems is with us and within us. If we look at outsiders, we are admitting that we are not strong willed and at best mediocre. We then don't deserve to be great but then stand to be exploited.
There have been a multitude of challenges for Balochistan as have been historical wrongs, but the solution to the problems is within us. We are Pakistanis. It is our destiny to be great if be believe in it - not by paying lip service but by making sacrifices for it. US & other outsiders won't make us great. If we play in the hands of others, we become their slaves - they will suck us dry and move on. We need to have faith in us.
As for US sudden "pain" for the Baloch, it is all commercial & geopolitical interests. Let me remaind that when Obama visited India, he was promoting his military planes sale deal and did not mention Kashmir even once. We should have the sense to see through this sudden regard for human rights in Balochistan by the very people of are continuing to kill innocent women & children by drone strikes calling it collateral damage.
May we have the wisdom to sense what is right and perseverance to act accordingly.
