All provinces of Pakistan represent the ethnic groups from the country, though their proportions may vary. This raises a question about the ethnic identity of each province. The fact is that ethnic identity is a correlation of the ethnicity of the social groups that occupy particular geographical spaces. Members of such groups tend to speak their native languages along with provincial languages as well as the national language. This is the social and historical background against which we must examine the demand for new provinces.
What factors are shaping the movement for new provinces? And how real is the possibility that we will see new provinces in the coming years, or even decades? Let’s consider a recent change in our provincial make-up; that of the name-change of NWFP to Khyber-Pakhtunkhwa. This was done by the ANP despite the fact that the new name represented only one ethnic group and that certain ethnic minorities living in the province were not comfortable with the change.
As expected against this backdrop, the renaming of the province led to violent demonstrations in Hazara and demands for it to be made into a separate province. Following this, minority ethnic groups in other provinces began to demand their own provinces and this has been most vocal in Punjab. Other than ethnicity, the reason for more provinces, relates to the existing system of governance centred around provincial capitals and failure of provincial governments in delivering services at the district and regional levels. Devolution of power to the provinces has created new centres of power with the ruling political executives holding all the cards. That, in turn, allows them to use power for political patronage with an eye on the next elections. This makes it difficult for those living away from the provincial capitals to conduct routine work involving government departments and related organisations. And in most cases, such people tend not to be very affluent or well-connected, and hence, they have no way but to go through the tedious process of first travelling to the provincial headquarter before any such work can be completed.
The new provinces issue is pregnant with emotions that may give birth to agitation, unrest and even violence. Some of the parties have echoed a long-standing demand for a Seraiki province or that of South Punjab. In this, it is to be noted that while nationalists in other provinces have been supporting demand for splitting Punjab into two or three parts, they are not willing to accept similar treatment for their own province.
What would happened if, say, a Seraiki province is made in the southern and western parts of the existing Punjab. Will that mean a uniform representation of all social groups in those areas given that they have a large number of Baloch as well as Pashtuns?
What should be done is that history and common sense should be used to redraw or carve out new provinces and this should not be guided by ethnic emotionalism but rather should be done following a broad political consensus.

lol. You could say everybody in Pak got duped. At least you have a Punjab. Others like Urdu-speakers aren't even from neighbouring or bordering cultural provinces with Sindh or rest of current Pakistan.
I would assume most Punjabis as Federalists, and a reason why the army ranks are heavily Punjabi dominated.
At least that is the impression one gets when hearing complaints from different ethnic groups, such as Urdu speakers, Pashtuns, Sindhis, etc on what they perceive as Punjabi hegemony over institutions.
Baluchis even in an unflattering manner, despite Pashtun and other migrations to their province, lump all whom they oppose from the Pakistan establishment as 'Punjabi Khakis'.
Punjabis and Bengalis were duped way back in 1947. Both places got divided for Pakistan. The only difference is that Bengalis realized their mistake earlier and perhaps PPP is gunning to do the same in Punjab. Everyone knows that Balochistan suffers in Pakistan but realistically Balochistan may find it very hard to secede from Pakistan. Divided Punjab on the other hand lies directly with India and I am very sure that Division of Punjab will lead to Nationalist voices in Punjab herself. Many Punjabis i know who have always voted for PPP have even reacted that Punjab which gave lime light to Bhutto and PPP are now mistreating Punjab and that too very treacherously. I am a proud Pakistani but i will always stand with my Punjabi brothers and sisters. The Nationalist voices here in divided Punjab will Insh'Allah be heard.
PPP does not realize the mistake they are about to make. Thus you will see new Balochistan in Eastern Front and perhaps New Bangaldesh in making. God forbids and may PPP finally learn but it seems uncertain. Pakistan shall remain a distant dream until she falls once and for all. Finish. Finito. Au' Revoir.

Excellent article sir, in how many parts, we divide to Punjab and Pakistan. we can make new provinces, but it must be on administrative basis rather than ethnic basis. because we have different ethnicities in every provinces and creating new provinces on ethnic base will create violence as well as hate among different ethnicities. we must focus on our nationalism "PAKISTANIAT" then we can show our culture according to our identities. Today we talk about separate province tomorrow we will talk about separate state. how strange? we are breaking our country by our-self.

Pakistan's population has increase from 32 million in 1947 to over 180 million in 2011. There is a natural need of new administrative units in Pakistan. India did away with colonial princely states and provinces in 1956 to replace them with states. Creation of new states continues in India, while we want to cling on to the colonial systems. What was the point in getting independence if there is not supposed to be any change in system.
More provinces will bring peace and prosperity in Pakistan. I am surprise why the creation of new provinces is being opposed? So called democratic people are sill mentally dictator and believe in central authoritarianism How can prosperity be brought in their presence and when we will see a peaceful and prosperous Pakistan? .
Provinces on the base of ethnic distribution will cause more problems for Pakistan, all this happening to get support in coming election. Nobody is serious to make new provinces, cities far from capital of province are always neglected. Provinces should be made to increase prosperity of the people not to increase ethnic division in Pakistan. It is more administrative decision rather than political.
The first concern is economic condition of the nation, how will it pay for newer masters of the new provinces, from Governors down to ministers. How can a nation be subdivided to new level of disorganization and graft that will indubitably take place based on the nations history. Pray tell if there is one educated reasonable politician left to speak for the people, as the nation stands divided to its core on sectarian grounds and we want to allow it it to be more divided on nationalities?
Since many Pakistani Punjabis are claiming descent from Arabs, Turks, Chinese and Chechens , I suggest Pakistan be divided into Arab, Chinese, Chechen and Turkish enclaves.

@Hafsa. I am tired of reading demand for Urdu Speaking province everytime there s an article about dividing punjab. If this is the ultimate goal of muhajirs, then sure they should be moved to Badin and neighboring districts and carve out a new province for them, but we can't hand you our Neck (Karachi) because you migrated here to save your skin only 60 years ago.
Another interesting point to be noted is that there are a lot many Seraikis living in the Northern Sindh. If, its a big if, a Seraiki province was to be established shouldnt it include those areas in the Northern Sindh that are primarily and densely inhibited by Seraikis?

One unit made us loose east Pakistan because of ethnicity(one of the reasons).Present Pakistan,you rightly said can not be made into smaller provinces on ethnic grounds as different ethnic groups are so much intermingled that it is impossible to make any all-acceptable sub-divisions because every one tends to feather his own nest with no regard for others.The only solution I see is that we have a parliament having representatives with guts and a national spirit(difficult but not impossible)who should debate the matter and reach a solution acceptable to all
Disappointing article.You should have come clear on Saraiki Province issue rather than confusing it between Balochs and Pashtuns living in that part of Punjab.What did you want to convey??Either stay demoralized and persecuted under Punjabi dominance or there will be in fight between different groups.
This is mere reflection of little Saraiki elite,be it so called elected representative or tiny educated people who come from South Punjab i.e Saraikistan.They d'not want to be labeled as nationalist even though they know how their people are treated.Mere Hypocrisy.
aoa sir, i still remember your class and your teaching. You are all the way right bringing a new new province is need of time. The issue is getting politicised rather finding a way to solve the centralization of industilization and devolped that is merged to the capital city only and its circumduction. Surly the people of South Punjab will vote for their own province but sir there is a great majority of people living in other divisions, willing to join Saraiki punjab. I am pointing D I Khan, how the govt will sort out this issue when the movements are already started to join the expected province?
In Lahore division, the Punjab government spent Rs. 35,000 per capita last year. While in Southern Punjab, most of divisions received 1000 per capita. Jhang got only 300 per capita. Partition of Punjab is essential for equitable distribution of resources and development. The road widening projects, underpasses and fly overs of Lahore have bled Southern Punjab dry.
dear rais sahib baloch are majority in both sindh and saraiki .more baloch lives in these areas the yahya khan created so called balochistan .dera ghazi or jaccobabad or dharki look more baloch cities then pashtun dominated quetta .so a federation of sindh baloch areas of irani/pakistani balochistan with saraiki can usher in a new era of peace in asia
what about "how many sindhs?" don't the urduspeaking people deserve a province of their own?
