Wardens complain of discrimination within police

Express July 27, 2010

LAHORE: The Lahore High Court on Tuesday sought reply from the Inspector General of Punjab Police and the Lahore Chief Traffic Officer (CTO) on a petition by five traffic wardens seeking provision of allowances admissible to their colleagues in the other big cities. Justice Waqar Hasan Meer of the LHC directed the respondents to file their replies within two weeks.

Ghulab Singh Shaheen and his four co-petitioners submitted that they were recruited in 2006 in BS 14 as traffic wardens.

They said wardens were also recruited in some other big cities of the province with similar terms and conditions.

However, they said, while the Police Department was granting Rs7,300 as special fixed daily allowance to the wardens serving in Rawalpindi and Multan divisions, those serving in  Lahore were being ignored.

They added that following a directive issued by the chief minister in 2009 the Finance Department had approved a Rs1,038 per month ration allowance for all police officers. However, while other officers were being paid the amount the traffic wardens remained deprived. The petitioners submitted that they had approached the authorities concerned through written applications and demanded the allowances but these were turned down.

They argued that they were being discriminated against in violation of Article 25 of the Constitution which guarantees equal treatment. They prayed the court for directions to the concerned police authorities for grant of the special fixed daily allowance as well as the ration allowance pending since April 1, 2009.
