
The Provincial Management Service (PMS) Officers Association unanimously, in a resolution, re-elected the outgoing office-bearers under Rai Manzoor Hussain Nasir as the president. The resolution was passed at the PMSA annual general body meeting, attended by officers of provincial civil service, provincial secretariat service and provincial management service. Two other resolutions were also passed at the meeting. The participants condemned registration of an FIR against 73 PMS officers and suspension of the association president and general secretary.
An advisory committee comprising five senior officers was constituted to decide the core issue of the association. The committee will serve as a consultation forum for the office bearers.
Addressing the meeting, Nasir, said that posting district management group (DMG) officers in the provinces at the cost of provincial officers was a violation of the constitution. Nasir said such ‘exploitations’ were most frequent in Punjab.
He regretted that many officers had to wait for as long as 17 years to be promoted to grade 18.
He pointed out that out of 43 provincial secretaries, only three were from provincial services. Of nine commissioners, only one was a provincial officer, he added.
He said the PMS association had no dispute with the political elite as the association was fighting a ‘constitutional war’ against institutional injustice.
Ghulam Saghir Shahid from provincial secretariat service said that certain quarters were demanding a change in the face of the association. He said that the provincial officers will not allow a change that would mean losing their entity.
