Seniority Rules: Chief secy asked to explain Prisons IG appointment

The Lahore High Court has asked the chief secretary to explain under what law Kokab Nadeem Warraich, a grade 19 officer, has held the office of Inspector General of Punjab Prisons, a grade 21 post, for the last two years.


The court also sought a reply by December 14 on representations filed by Prisons Deputy IG Mian Farooq challenging Warraich’s appointment and claiming his own suitability for the post on the basis of seniority.

Justice Umar Ata Bandial observed that the court would decide on the petitioner’s pending representations if the chief secretary failed to do so by the next hearing.The petitioner said that Warraich’s appointment is a violation of Rules 10(a) and 10(b) of the Punjab Civil Servants (Appointments and Conditions of Service) Rules of 1974.

Warraich argued at the last hearing that his appointment was entirely legal.
