Ombudsman summons HWSC CFO over pending complaints

HYDERABAD:

The Provincial Ombudsman Sindh has issued a summons to the chief financial officer of Hyderabad Water and Sewerage Corporation over continued non-compliance in five pending complaints.

According to the summons issued on July 1, 2026 under Section 14 of the Sindh Ombudsman Act 1991, the CFO has been directed to appear in person on July 14, 2026 along with all required reports. The order stated that failure to appear will result in the issuance of arrest warrants under Section 16 of the Act. Contempt proceedings may also be initiated under the Ombudsman Ordinance 2024.

The Ombudsman expressed serious displeasure over HW&SC's repeated failure to respond to notices and submit records despite multiple reminders. The pending complaints include allegations of non-appointment against the disability quota by Muhammad Ahmed of Sarfaraz Colony, Hyderabad, for which seven notices have been issued.

Other cases involve non-payment and delayed payments to contractors. Ghulam Mahmood Qasmi of M/s Qasmi & Company filed a complaint over unpaid bills with seven notices issued. Faizan Khan of Arham Traders, Latifabad, claimed Rs1.789 million in dues with five notices issued. Muhammad Abid of M/s Aleem Khan KK & Company, Latifabad, cited Rs7.5 million in withheld payments with five notices issued. Abdul Majeed of M/s Al-Majid Engineering & Construction Company also filed a complaint alleging violation of SPPRA rules by the HW&SC XEN and Procurement Committee. Copies of the summons have been sent to the Registrar, Provincial Ombudsman Sindh Karachi, and the CEO of Hyderabad Water and Sewerage Corporation for necessary action.
