Heirs guaranteed regular jobs under PM package

ISLAMABAD:

The federal government has directed that appointments offered to family members of federal employees who died in service under the Prime Minister's Assistance Package be made regularly instead of on contractual terms, issuing fresh instructions to implement the policy in line with a recent clarification by the Establishment Division.

The Federal Board of Revenue (FBR), through a circular issued on July 3, 2026, forwarded the Establishment Division's clarification dated June 24, 2026 to all Chief Collectors, Directors General, Collectors and Directors of Customs.

It instructed them to dispose of all relevant cases in accordance with the clarification and keep the board informed of progress.

The clarification, issued in light of the Federal Constitutional Court's judgment of February 27, 2026, states that all cases relating to the appointment of one family member of a deceased federal government employee under the Prime Minister's Assistance Package—where the employee died on or before October 17, 2024—shall be processed under the Establishment Division's Office Memorandum dated December 23, 2022.

According to the FBR circular, the 2022 policy, approved by the prime minister, replaced contractual appointments under the Prime Minister's Assistance Package 2015 with immediate regular appointments in accordance with the Civil Servants (Appointment, Promotion and Transfer) Rules, 1973.

The circular noted that the requirement to advertise such vacancies had already been waived with the prime minister's approval.

It further stated that if an applicant is unable to meet the prescribed qualification or pass the required skill test for a post up to BS-15, he or she would be offered regular appointment to the next lower post.

The policy also provides a one-time special concession under which employees appointed on a contractual basis under the Prime Minister's Assistance Packages of 2006 and 2015, who are still serving, will have their services regularised with immediate effect.
