Key uplift projects excluded from ADP

Preparations for the Annual Development Programme (ADP) 2026-27 have begun, with strict new conditions resulting in the exclusion of major development projects in Rawalpindi.
Under the new policy, no project without an approved PC-I will be included in the ADP 2026-27, and no supplementary development schemes will be added during the year.
Due to these restrictions, six major projects in Rawalpindi city will be dropped from the upcoming development programme.
The excluded projects include Leh Expressway, sewerage tunnel and water treatment plant, Ghazi Brotha water project, five commercial parking plazas, Murree Road signal-free corridor from Liaquat Bagh Chowk to Chandni Chowk, and a mother and child hospital.
The Planning and Development Board Punjab has formally informed all provincial departments and issued guidelines stating that no project will be included in the ADP unless its PC-I is approved and final approval is granted by the Punjab government.
Projects prepared only on paper or through verbal or political influence will not be entertained.
Additionally, no supplementary schemes will be added once the ADP is finalised.
All departments, development authorities and municipal corporations seeking inclusion of projects must first obtain PC-I approval through the P&D Board.
