Pakistan Sports Board ban Pakistan Federation Baseball secretary and Baseball Asia VP Fakhar Shah
He has been banned from all sports activities for violating the NOC rule, while FIA is also referred to the matter

The Pakistan Sports Board imposed a Pakistan Federation Baseball General Secretary Syed Fakhar Ali Shah from representing, or associating with any sports-related activity, federation, organisation, or body recognised or affiliated with the Board, until further orders.
Fakhar inherited the leadership position from his late father Syed Khawar Ali Shah, who was the president of the federation till is death.
It is confusing as to whether Fakhar is the president or the general secretary of the federation, but in his latest social media posts he is mentioning himself as the general secretary.
Fakhar was also has the leadership position at the Baseball Federation of Asia. He is a vice president of the continental body.
Meanwhile, he was also elected as the new president of the South Asia Baseball and Softball Federation earlier this month.
The matter has also been referred to Federal Investigation Agency for further investigation as Shah has said to violated the rule that bounds federations to take No Objection Certificate before taking the sports teams abroad.
The rule safeguards the athletes from human-trafficking and other illegal activities.
The decision came from the Pakistan Sports Board Director National Federations Nasrullah Rana, who notified about the ban in a letter dated October 21, 2025.
The letter stated that Shah gave the explanation of violating the rule, which was not plausible.
"As provided in the Rule 7(1)(xxxiii) of the Constitution of the Pakistan Sports Board, 2022, approved by the Federal Government (Cabinet) “no athlete or team of any National Sports Federation, Sports Organization, Association or Club shall travel abroad without prior permission/NOC of the PSB," the letter read.
"Despite explicit provisions in the Constitution of PSB, Syed Fakhar Ali Shah of Pakistan Federation Baseball (PBF) has consistently ignored these mandatory requirements and facilitated the departure of teams abroad without obtaining the requisite NOC from PSB. It has been observed that the PBF participated in events held in Malaysia and Chinese Taipei in August 2025 without obtaining the NOC from PSB. It is also on record that the said Federation previously submitted a forged NOC purportedly issued by the Ministry of Foreign Affairs. The matter has already been referred to the FIA. Upon issuance of Show Cause Notice
dated 18-09-2025, Syed Fakhar Ali Shah submitted reply on 25-09-2025."
The letter also exposed the findings of the inquiry.
"The explanation is found to be untenable, as international sports events are never organised on short notice. The deliberate failure to seek NOC from PSB constitutes a willful violation of the Constitution of PSB. These repeated and deliberate breaches establish a
consistent pattern of non-compliance and misrepresentation."
And the decision was given as follows, "Therefore, the Pakistan Sports Board hereby imposes a ban on Syed Fakhar Ali Shah of Pakistan Federation Baseball from participating in, representing, or associating with any sports-related activity, federation, organization, or body recognized or affiliated with PSB, until further orders. The PSB shall not entertain the said individual in any
capacity—whether as player, official, or office bearer of any sports federation, association, or organisation.
"All Departments, Federations, Associations, and Sports Entities are hereby requested not to correspond with or extend any cooperation to Syed Fakhar Ali Shah, including but not limited to financial grants or assistance, provision of sports facilities or equipment, inclusion of players or officials under his authority, and organization, hosting, or sponsorship of any games, tournaments, or sporting events."
Meanwhile, the rights of appeal were also presented in the letter.
"This order is appealable in accordance with the procedure provided under Pakistan Code of Ethics and Governance in Sports. Syed Fakhar Ali Shah, if so chooses, file an appeal within 30 days from the date of issuance of this order before the Adjudicators as per
prescribed procedure. A copy of this Order is being sent to the relevant wing of the FIA for
necessary action. This is issued with the approval of Director General, Pakistan Sports
Board."
