
After the abolition of the local government, the powers of the council, which comprised union councilors, went to the administrator of Karachi, Muhammad Hussein Syed.
Revoking the council, would also revoke all decisions it made, which include the nomination of the now former EDO for municipal services, Masood Alam, for the Tamgha-e Imtiaz. The DCO also declared decisions made by Alam null and void. He submitted a request to the secretary of local government to provide details about Alam’s promotion to grade 21.
“I made those promotions as an officer in grade 21,” said former EDO Alam. “If the council resolution is revoked, all decisions stand null and void, provided that the cancellation is justified.”
He said that he gave promotions as the chairman of the departmental promotion committee. Revoking the council does not affect his position as an officer of grade 21.
DCO Syed said that revoking the council will not affect the promotions and benefits received by the employees. But it might reverse Alam’s promotion to grade 21, and hence affect all the decisions he took after he was promoted.
According to Syed, Alam was the only officer of grade 21 in the city government. He had been promoted to grade 21 from 20, by another officer of grade 20, on the recommendation of a high-level board. “It is against the law and morality that a grade 20 officer is promoted to grade 21 by another officer in grade 20,” said the DCO. The chief minister approved the promotion at his own discretion after recommendations from the board.
He said that Alam had made those decisions and promotions as an EDO, and not as an officer of grade 21. “Any officer of grade 18 and above can become an EDO.”
