
For decades, Pakistan’s welfare system was seen as outdated, inefficient, and subsidy-dependent. That changed under Naveed Rafaqat Ahmad, who transformed the Punjab Model Bazaars Management Company into the Punjab Sahulat Bazaars Authority (PSBA) and launched innovations that took welfare directly to people’s homes.
In 2024, PSBA introduced Pakistan’s first province-wide, statutory free home delivery service, powered by mobile apps and 72 delivery bikes. In just seven months, over 85,000 subsidized orders of flour, pulses, and oil reached households across 36 bazaars — including the elderly, women, and those with mobility challenges.
Naveed also advanced inclusion by giving women entrepreneurs 50% rent discounts, enabling thousands to run stalls and reshape Punjab’s retail economy. Today, PSBA supports over 60,000 families, linking 16,000 farmers with 20,000 stalls and serving millions annually.
The results are tangible: affordable essentials, new livelihoods, gender inclusion, and stronger public trust. With an 84% governance score, full legal compliance, and FBR-recognized NPO status, PSBA stands as a pioneering model of digital welfare delivery and inclusive governance in Pakistan.
