
A confidential document allegedly exposing the Indian intelligence agency Research and Analysis Wing (RAW)’s involvement in a planned false flag operation in Pahalgam has surfaced on the messaging platform Telegram, according to sources.
The document, described as a strategic directive on “psy ops and narrative control,” has triggered widespread speculation regarding the alleged use of media manipulation and misinformation to frame Pakistan’s Inter-Services Intelligence (ISI) for a planned attack in Indian illegal occupied Jammu and Kashmir (IIOJK).
According to sources, the leaked file includes detailed instructions on how the narrative should unfold in the wake of the attack. Specifically, it advised delaying the attribution of blame to Pakistan by 36 hours in order to appear credible. However, Indian media reportedly began assigning blame immediately, which sources claim undermined the strategy and exposed contradictions in the plan.
The document allegedly outlines a staged operation in the Anantnag district, including directives to deploy field operatives under the guise of monitoring tourist activity and to mobilise media personnel at the scene 36 to 48 hours prior to the attack.
Within hours of the incident, the document indicates, artificial intelligence systems were to be used to generate witness statements, while manipulated videos would recreate the attack. Over 200 decentralised social media accounts were reportedly designated to spread disinformation without relying on a central hashtag.
The document also includes specific messaging instructions, stating that the attack should be framed as targeting the Indian state and non-Muslim communities. A key element of the campaign, according to the leak, was to divert attention from the Kashmir issue and associate the event with a broader global Islamic threat.
It further details plans by India’s Northern Command to plant documents allegedly linking the ISI to the attack and to “forensically leak” these materials near the site to strengthen the false narrative.
Sources suggest that the timing of the operation was strategically aligned with the visit of US Vice President JD Vance to India, possibly to draw international support for India’s counter-terrorism stance.
Interestingly, the emergence of the document has led some observers to speculate about dissent within RAW itself, with claims that the leak reflects opposition to Hindutva ideology from elements within the agency. Indian authorities are reportedly investigating the source of the leak.
The document also references a backup plan in the Shopian area in the event the primary plot was compromised. Additionally, it includes military instructions to avoid advancing more than 1.2 km across the Line of Control (LoC), with warnings that any breach beyond 1.3 km could trigger mediation by the United Nations or China.
The document mentions an alternative operational route, codenamed “TANGO-ECHO,” to be kept on standby under the identifier “INDOPACOM.”
Defence analysts in Pakistan believe the leaked file points to a coordinated and approved operation by RAW, describing it as part of a broader pattern of false flag operations. “The Modi government has a history of exploiting civilian casualties to achieve political objectives,” one analyst commented, asserting that the leak further exposes India’s policies in Kashmir.
At the time of reporting, the Indian government had not officially responded to the allegations or authenticated the leaked material.
