
A video recorded by a shopkeeper, showing a traffic police officer, has surfaced following the registration of a case against the shopkeeper by the City Traffic Police (CTP) in Rawalpindi under the Prevention of Electronic Crimes Act (PECA), 2016.
The video depicts an incident involving a female customer who came to have her car tires changed while accompanied by her children. In the footage, the woman is heard pleading with the traffic officer and appealing to the authorities for assistance. According to reports, the CTP, based on a complaint, requested that a case be filed under the PECA law. Acting on this complaint, the Cantt Police registered a case against an unnamed shopkeeper.
In the video, the woman can be seen pleading with a traffic officer, who is seated on a lift, while she also addresses the Inspector General of Police (IGP) of Islamabad. The officer, positioned on the lift, is also visible recording a video of the shopkeeper.
The shopkeeper, Rizwan, against whom the case has been filed, explained that the woman had arrived at his shop with her four children to get her car tires changed. "She parked her car in front of the shop and was inspecting the tires when the traffic police lift operator arrived and, without explanation, towed her car," he said. Despite the shopkeeper's efforts to convince the officer, emphasizing that the woman had small children with her and requesting that her car not be towed, the officer proceeded without listening to his pleas. In response, Rizwan recorded the incident on video.
Rizwan further stated that the traffic police registered a case against him under the PECA law without informing him or giving him the opportunity to present his side of the story.
In an interview with The Express Tribune, Rizwan expressed concern over how the traffic police's behaviour might deter customers from visiting his shop on Kashmir Road. He urged higher authorities to take notice of what he described as the traffic police's "unjust" actions.
