UoB's financial disarray under PAC's scrutiny

Mismanagement, overstaffing, inefficiency reigns at varsity, committee observes

The University of Balochistan (UoB) is spiraling deep into a crisis due to limited resources in the face of reduced grants from the Higher Education Commission (HEC).

The varsity desperately needs more funding if it has to pay a monthly Rs280 million in salaries to 1,450 employees The issue was highlighted during a Public Accounts Committee (PAC) meeting, chaired by Asghar Ali Tareen at the provincial assembly.

The committee reviewed the university's appropriation accounts for 2019-2021 and audit paragraphs for 2022-2023, uncovering significant financial irregularities. Mismanagement of funds, overstaffing, and administrative inefficiencies were identified as key issues.

The PAC directed the recovery of Rs 22.876 million from employees for house rent and repair expenses. It ordered action against officials who misused 29 laptops meant for students. It was also revealed that 13 teachers, sent abroad for education, did not return. The committee ordered that the expenses should be recovered from their guarantors.

PAC Chairman Asghar Ali Tareen expressed concern over teachers protesting for salaries, criticising past vice chancellors for recruiting relatives, and misusing funds. He stressed the need for the university to generate its own income to address financial challenges.

Meanwhile, Balochistan University faculty members and staff continued protesting the nonpayment of their salaries for months. On one hand, the university struggles with increasing expenditures, and on the other, employees remain unpaid, adding to the institution's deepening crisis.

University of Balochistan (UoB) Officers Association Chairman Nazeer Lehri highlighted the financial struggles faced by the institution, stating that despite the Government of Balochistan providing Rs220 million and the university managing pensions for 900 retirees, it still operates at a deficit.

He expressed concern over the nonpayment of salaries for November, which has prompted staff to plan protests. Lehri also criticised the University Act 2022, which imposes fines and imprisonment on employees participating in protests, further complicating efforts to address their grievances.

UoB, established in 1970 in Quetta, is the oldest and most prominent higher education institution in the province.

It serves as a hub for learning and research in various fields, including natural sciences, social sciences, and humanities. The varsity caters to students from across the province, addressing the educational needs of Balochistan's diverse population.

The university has faced challenges, particularly in maintaining academic standards and infrastructure due to funding constraints and regional political instability. According to recent statistics, the institution has over 10,000 enrolled students, with approximately 25% being female, reflecting ongoing efforts to improve gender representation.
