The recently renovated Bank Road in Saddar has transformed the local market landscape by converting it into a pedestrian-only bazaar. The project, spearheaded by the Rawalpindi Cantonment Board (RCB), involved the complete removal of motorized vehicles, expanded car parking spaces, and the underground installation of electric cables. To further enhance the experience for residents, a shuttle service featuring electric vehicles is set to launch soon.
The first section of the project, stretching from Murree Road to Canning Road, has already been completed and opened to the public. It has received widespread appreciation from both the general public and the business community.
RCB CEO Ali Irfan Rizvi revealed that four electric vehicles would be available in a month to facilitate citizens. "We have received two e-vehicles, and two more will be delivered in the next two weeks, totalling four. These will provide shuttle services from parking areas like 'Potohar-1' to market outlets," Rizvi explained, discussing the pedestrian management system implemented after the removal of private vehicles.
The total cost of the remodelling project amounted to approximately Rs350 million for civil works, carried out by the Rawalpindi Cantonment Board, and Rs750 million for electrical works, including the undergrounding of cables, completed by Islamabad Electric Supply Company (Iesco). To address crowd management and traffic congestion in Saddar, the Cantt Board has designated three parking areas, one for each section of the bazaar.
"Potohar-1 parking can accommodate more than 400 vehicles, while Potohar-2, which currently holds 220 vehicles, is being expanded. The Varan Bus Station is also available for parking, with a capacity for over 300 vehicles," said the Rawalpindi Cantt Board chief. He encouraged citizens to confidently visit the newly revamped bazaar and enjoy shopping in a more relaxed environment. He also noted that work is progressing at the same pace in other sections of the project.
Local residents are thrilled with the long-awaited "peaceful shopping environment" in Saddar, home to the historic central market of the Cantonment. Nadim Malik, a local resident, expressed his satisfaction with the secure parking and the food options available in the market. "Previously, I was always concerned about my car's safety due to chaotic parking and a haphazard arrangement of bikes. Shopping is much more enjoyable when you have peace of mind," he said. He also added that bringing his family to the market has become much easier.
Nabila, a housewife, shared her delight in bringing her elderly mother to the market. "It used to be difficult because of the noisy vehicles and disorganised parking," she said. "Now, even elderly parents can enjoy this peaceful environment. Walking on smooth tiles, with illuminating lamps and food stalls, has made it a pleasant experience for us."
While some critics remain, the majority of the business community has applauded the changes. Amir Mughal, a shopkeeper, emphasised that the remodelling initiative should be appreciated by all businessmen. "Easy access to the market creates a positive first impression for customers. If people see a lack of smooth entry and exit points, they tend to avoid visiting the market. Peaceful surroundings and a welcoming environment enhance the market's appeal," he said.
A mobile shopkeeper from Emporium Plaza, who requested anonymity, acknowledged that social change is often slow but pointed out that the transformation into a pedestrian market represents a significant step forward in the evolution of local markets. However, he suggested that the Cantt Board consider further expanding parking by constructing a parking plaza.
The success of the project hinges on continued cooperation among all stakeholders. The Cantt Board's Steering Committee, which includes representatives from the trading community, meets regularly to ensure that all parties are kept informed and engaged with the ongoing development.
