A recent report by the World Risk Index has placed Pakistan among the countries with the highest exposure to conflict and also among the 15 countries with the highest disaster risk. Pakistan is at a precarious intersection of conflict and disaster risk, facing challenges threatening its stability and development. Over the years, the country has experienced a multitude of conflicts, including insurgencies, sectarian violence and geopolitical tensions, particularly in the provinces of Balochistan and Khyber-Pakhtunkhwa. These conflicts have not only claimed lives but also displaced a large number of people, undermined the fabric of society and exacerbated poverty. The country is further grappling with natural disasters. Its geographic location makes it vulnerable to earthquakes, floods and droughts, which have become increasingly frequent and severe due to climate change. The devastating floods of 2022, which affected millions and caused extensive damage, highlight the urgent need for resilient infrastructure and effective disaster response strategies.

Displaced populations often find themselves in precarious conditions, lacking access to basic services and security. This vulnerability is exploited by extremist groups, who capitalise on the chaos to recruit individuals desperate for stability. As a result, addressing one aspect without considering the other will not lead to tangible results. To navigate this challenging landscape, the country must adopt a holistic approach. Strengthening governance and promoting dialogue can help reduce conflict. Simultaneously, investing in disaster preparedness and climate resilience is crucial. International cooperation and support will play a significant role in these efforts, as the scale of the challenges often exceeds national capabilities. Ultimately, the path forward lies in fostering a culture of resilience - one that empowers communities to withstand both conflict and natural disasters. By addressing the root causes of instability and enhancing disaster preparedness, Pakistan can pave the way for a more secure and prosperous future.
