Capital revamps parking strategy

Plans multi-storey plaza, tech innovations to ease traffic congestion

In the vibrant heart of the federal capital where the pulse of daily life beats against a backdrop of bustling streets and evolving cityscapes, a transformative effort is underway to tackle one of urban living's most pressing challenges, that of parking spaces.

For years, Islamabad has been grappling with the dual pressures of rapid population growth and increasing vehicle numbers, which strains the city's infrastructure, particularly its parking facilities. As the number of vehicles registered with Islamabad Excise Department already surpasses one million, the host of incoming vehicles registered in other cities further add to the city's traffic load and cause parking spaces to shrink rapidly.

Due to the previous regimes' lukewarm response to this emerging challenge, the situation has continued to worsen. Commercial markets in the city are routinely stuffed with people and their vehicles, which are on the main roads as there is no other alternative.

"Finding parking space in Islamabad's markets has become a challenge," said Asadullah Khan, a local businessman. "The rising number of vehicles is further aggravating the situation. If measures are not taken timely, travelling and parking at the markets would become impossible." As space in the capital is shrinking with every passing day, Asadullah emphasised the need for underground or multi-story parking plazas and mass-transit to address this issue.

Many residents believe that at a time when the civic authorities needed to focus on such issues, they were involved in other businesses, such as, the development of housing societies, which add to the problem by enabling unplanned mass rural to urban migration.

"When this problem was surfacing, our policy makers were busy in other affairs. The situation became worse right under their noses," said Rashid Mahmood, another resident of the federal capital. However, recognising the urgency of the situation, the present municipal authorities have finally decided to implement a series of measures aimed at alleviating road congestion and ensuring smoother traffic flow across the city.

Central to Islamabad's parking reform strategy is the development of a multi-story parking plaza in Blue Area.

This plaza is set to be completed soon and accommodate the large number of vehicles in the busy commercial area. "Ensuring convenient and accessible parking is crucial for reducing traffic congestion and enhancing overall quality of life in Islamabad," remarked Azam Khan Lodhi, a traffic consultant at the Capital Development Authority (CDA).

He also stressed the need to integrate advanced technological solutions into parking management systems to enhance efficiency. "Introduction of smart parking meters and mobile applications can facilitate residents and visitors to locate available parking spaces, minimising the time spent in search of parking and optimising use of existing infrastructure. Such innovations would also help control vehicular emissions related environmental pollution."

Some recent measures such as expanding the transit routes of metro busses and introducing electric buses are positive steps towards addressing this issue. "Recent intra-city electric buses have been a game-changer. They save a lot of time and hassle, especially during peak hours. I'm glad Islamabad is embracing technology to improve urban mobility," said Sarah Ahmed, a frequent commuter.
