The Senate Standing Committee on Power has sought the original documents from the Ministry of Power, pertaining to the agreements signed with the Independent Power Producers (IPPs) since 1992 along with details of investors and owners of these entities.
While issuing directives, the committee chairman called for a comparison of the rates charged by all IPPs against those of power plants in other developed countries.
The panel sought record of capacity payments made to the power plants during the last 20 years, particularly asking why such payments were made. It asked for the details of technical faults occurred in the IPPs during this period.
The power ministry is further required to submit details of investors and owners of IPPs. It was asked to furnish copies of agreements of wind power plants established during last six years with details of their rates of energy and the cost which such plants had been established.
The ministry has been asked to submit information about current agreements with the IPPs with track changes in them during different periods and details of ROI/ROE of each project.
The Senate committee has sought the summary of power policies remained in force during different periods of time. It also asked the ministry to submit details about the efficiency level of the IPPs.
The upper house panel noted that the information should be more focused towards gas and furnace oil-based private power plants established in the country since 1992, with an installed capacity of 50 megawatts and above.
