Syed Ali Geelani, who favours Indian Kashmir's accession to Pakistan, has been placed under house arrest on numerous occasions over the past year.
"Whenever Mr Geelani is allowed to address gathering at any place, it is followed by large-scale stone pelting and attacks on police and paramilitary forces leading to serious law and order problem," the government said in a statement.
"In future, if any restrictions are put on the movement of Mr Geelani, he and his actions alone would be responsible for this," it said.
Geelani was a prime mover behind a series of large anti-India demonstrations last summer that saw 110 protesters killed in clashes with Indian troops.
It was some of the worst civil unrest seen in the region's 20-year insurgency against Indian rule, which has so far claimed more than 47,000 lives.
The Himalayan region is divided between India and Pakistan, but claimed in its entirety by both nations.The volatile region remains under tight military control.

Geelani Sahib is free to express his views, till it does not culminate in ‘law and order’ problem within J&K. He can also pursue his secessionist agenda within J&K limits to the extent permissible in Indian Constitution {read Appendix I & II (part III fundamental rights)}.
Some of his utterances are treason in other parts of India and may make him liable for severe punishment. Law and order is State subject in India. He is well aware of it and never do so outside J&K. He did so ones in Delhi and faced the music.
Syed Geelani is very lucky to be in India and not Pakistan and get away with pro-Pakistan propoganda for many a decades. He was clearly responsible for deaths of over 100 youths who were incited by him into stone throwing against the Indian security forces. However, his call not to participate in State and Panchayat elections was rejected by the people of Kashmir since more than 70% participated in both elections. Kashmiris are no longer interested to join Pakistan but more inclined towards autonomy.
