T he approval of the Sindh Human Rights Policy 2023 by the provincial cabinet has raised both hope and skepticism. On the one hand, the policy represents a commendable effort by stakeholders to address the pervasive human rights challenges in the province. On the other hand, past experiences with similar initiatives leave us questioning whether this policy will be any different from its predecessors in terms of implementation and impact. Undoubtedly, the policy’s comprehensive approach and specific focus on vulnerable segments is a positive step towards ensuring inclusivity and protection for all.
The provision for periodic reviews every five years showcases the policy’s commitment to adapt and remain effective in the face of evolving human rights challenges and international developments. However, it is unfortunate that such ambitious policies often encounter significant obstacles during implementation. Past legislations, though promising on paper, struggled to translate their intent into meaningful change on the ground.
Despite ambitious policies and legal frameworks, the prevalence of human rights violations in Sindh remains alarming. Reports of abuse, discrimination and violence continue to surface, underscoring the urgent need for robust implementation and enforcement mechanisms. The situation can be attributed to the lack of robust social development structures that facilitate the enforcement of laws. A prevailing mindset that views human rights as discretionary rather than as an essential commitment to the well-being and dignity of all citizens has also hampered progress.
To bridge this gap, the Sindh government must go beyond mere rhetoric and paperwork, and prioritise the effective implementation of the policy. This necessitates allocating sufficient resources, fostering cooperation among various government departments and institutions, and empowering civil society organisations to play an active role in advocating for human rights. The fate of this document ultimately hinges on decisive action.
