K-P governor refrains from signing summary

Haji Ghulam Ali will only participate in process for appointing caretaker CM

Similar to Punjab Governor Balighur Rehman, his counterpart in Khyber-Pakhtunkhwa, Haji Ghulam Ali has decided that he would not be part of the dissolution of the provincial assembly.

After K-P Chief Minister Mahmood Khan sends him a summary for this purpose on January 17 (Tuesday), the governor would not sign it and let the assembly be dissolved automatically after the passage of 48 hours as per the Constitution.

Sources close to the K-P governor confirmed that he had decided not to sign the summary and wait for the provincial legislature to dissolve itself.

However, they added that the governor would participate in the process for appointing a caretaker chief minister.

As soon as the K-P Assembly would stand dissolved, he would write a letter to both Mahmood and opposition leader in the House Akram Durrani to hold a consultation for the appointment of a caretaker chief minister as per the Constitution.

In case Mahmood and Durrani are unable to reach a consensus on the appointment of the caretaker CM, the speaker of the dissolved legislature will form a six-person committee comprising members from both the treasury and opposition benches.

The committee will come up with four names for the consideration of Mahmood and Durrani.

However, if the committee does not agree on the four names, the matter will be referred to the Election Commission of Pakistan (ECP) similar to what happened in 2018.

The commission will then appoint a caretaker chief minister itself and its decision will remain unchallenged.

Separately, the K-P CM on Sunday tweeted that the summary for the dissolution of the provincial assembly would be sent to the governor on January 17.

He added that the move had been decided on the instructions of PTI chairman and deposed premier Imran Khan.

He claimed that the PTI would return to power in the province yet again.

Separately in a statement issued from the K-P CM's Secretariat, Mahmood said the PTI would form its government in the entire country with a two-third majority in the next general elections.

He added that Imran would become the prime minister of the country yet again.

Imran too addressed the members of the K-P cabinet via video link at the Chief Minister's House in Peshawar on Sunday.

On Saturday, the Punjab Assembly had dissolved itself after the passage of 48 hours as the governor refused to sign the summary sent to him by CM Parvez Elahi.

Also on Saturday, the dissolution of the K-P Assembly had been delayed as its chief minister called a meeting of the PTI parliamentary party on Sunday to make the final decision about when to send the summary for the assembly’s dissolution after taking into consideration all aspects of the political situation.

Earlier, it was announced that the summary would be sent to the governor on Saturday.

However, sources said the K-P government, under a new strategy, was considering delaying dissolving the legislature as it still had to settle some “important matters”.

They added that the K-P government also wanted to see that the Centre did not cause problems for the PTI chairman after the dissolution of the Punjab Assembly and the end of the government of CM Elahi.

On Friday, the opposition in the K-P Assembly had decided against tabling a no-trust motion against the chief minister to stop the dissolution of the assembly.

Speaking to reporters in Peshawar, PML-N deputy parliamentary leader and provincial spokesperson Ikhtiar Wali Khan claimed that the chief minister should stop requesting the opposition members to file a no-confidence motion against him to stop the dissolution of the legislature.

“He [Mahmood Khan] should show courage and go ahead with it [dissolution of the provincial assembly],” he added.

The PML-N leader was apparently referring to the impression that the K-P chief minister was not ready to let go of power yet.
