Court stays construction of college on private property

Court warns of contempt proceedings in case of breach of its order

Civil Judge Qazi Waqar on Tuesday issued a stay order against the construction of a government postgraduate college on private property in Dhok Dalal, Rawalpindi.

Former interior minister Sheikh Rashid Ahmed had approved Rs500 million for the construction of the college on a four-kanal of land belonging to three sisters, Gul Zarmina, Gul Farina and Shahnaz Begum, who had earlier challenged that the land was their ancestral property and it was in their possession for the last 80 years.

The petitioners had contended that the former interior minister and the education department had forcibly taken the land and begun construction of the college by throwing them out.

After the petitioners approached the court, it had issued a third restraining order against the construction with a warning to start contempt of court proceedings in case of breach of the court order.

When the contractor did not stop the construction work, the petitioners filed a contempt of court plea. In response to the plea and the contempt of court order, the civil judge issued an arrest warrant for the contractor, Anwar Butt, and the site in charge. The civil judge ordered the police to arrest them and produce them in court.
