Islamabad High Court (IHC) on Wednesday summoned Capital Development Authority (CDA) Secretary and Administration member in a case related to the regularisation of contractual employees.
A single-member bench of IHC comprising Justice Mohsin Akhtar Kayani presided over the case pertaining to the regularisation of 700 employees in CDA.
The court also ordered the CDA Chairman Amer Ali Ahmed to remove discrepancies in the policy pertaining to regularisation of CDA's 700 employees and submit report to the court within two months.
Justice Kayani said that the CDA must submit a copy of the job advertisement, to be published in the newspapers, in the court too. He remarked: “Isn’t there an educated person in the authority who can see these matters?”
The court stated that since the CDA Board was incomplete, it could not approve anything. Everything in the country is running on an ad-hoc basis, Justice Kayani observed and said that several provisions in the policy were contrary to the CDA laws.
The CDA representative sought more time from the court and assured that he will provide an update on the matter in the next hearing. At this, the court directed the official to sit with the CDA chairman and apprise him about the mistakes in hiring contractual employees. All of them should be rectified, he added.
The petitioner said that her salary was just Rs15,000 and it was insufficient to make ends meet. She added that contractual employees are not regularised despite court orders. The court granted time to CDA and adjourned furher hearings for two months.
