
An intra-court appeal (ICA) has been filed in Lahore High Court against the dismissal of a plea challenging the extension of the contract of Director General Punjab Emergency Service (PES) Rizwan Naseer.
Petitioner Ahmad Raza filed the appeal through Advocate Chaudhry Shoaib Saleem, making respondents Dr Naseer, the PES (Rescue 1122) through its chairman, chief secretary Punjab and four others.
The petitioner contended that he had filed a writ petition against extension of the service contract of Naseer as DG Rescue 1122, upon which the DG also filed a petition seeking his regularisation on the post.
On July 10, a single bench heard arguments regarding both petitions. The plea filed by the appellant was dismissed and that of the DG was disposed of on July 15.
The appellant requested the court to set aside the impugned judgment.

He said that in the judgment the court had concluded in Para No 6 that the “petitioner appears to have some personal grouse against respondent DG which appears to be the motivating factor for filing of the instant petition”, which allegedly showed that it had relied upon the alleged conduct of the messenger instead of the message.
He claimed that the single bench had also ignored the arguments advanced by the AAG of behalf of the government that no summary moved by the home department, which is administrative and parent department of the Rescue 1122, for extension in contract of the respondent DG is still lying with the secretary services.
The honorable single bench also ignored the arguments of AAG that the impugned notice for extension in contract of respondent DG Rescue was illegally and unlawfully issued by the section officer of the respondent chief secretary and the same was widely reported in the media also, the appellant stated.
He prayed the court that the judgment passed by the judge be set-aside and reversed and the writ petition filed by the appellant be accepted in the interest of justice.
