Deputy commissioners to issue small arms licences, residential certificates

Before restoration of the Commissionerate system, this authority was exercised by the Divisional Coordination Officer.

KARACHI: The Sindh government transferred the authority of issuing weapons licences, domicile and permanent residential certificates to the deputy commissioners, Express 24/7 reported on Saturday.

However, now all deputy commissioners are authorised to issue weapons licences, domicile and permanent residential certificates within their limits.

A notification was issued in this regard by the Sindh Home Department on Saturday.

As reported earlier, the then acting Sindh Governor Nisar Ahmed Khuhro had restored the commissioner system.

As a result, the unified city government of Karachi is dismantled and replaced by five districts: Karachi East, Karachi South, Karachi West, Karachi Central and Malir. The status of Hyderabad will also revert to its pre-2001 state.

Five districts for Karachi are too few in number to manage such a populous city. London which is less than half the population of Karachi is divided into 34 districts. London inhabit more than 300 ethnically different people, far more than Karachi inhabit. Karachi should also be divided into more administrative units to manage it efficiently. Making at least 20 districts in Karachi would make it a lot easier to administer the violence riddled and crime infested city. The public in Karachi deserves to feel safe and secure, and this could be achieved by special administrative efforts and rule of law.

Regarding weapons licence - these should no more be issued in Karachi. Karachi which has remained the worst killing field in Pakistan for last over 25 years be made weapons free city. All the weapons licensed or unlicensed be confiscated. The violence, terrorism, target killing, arson and other heinous crimes be controlled with the application of anti crime technologies like CCTV, satellite imaging and other high tech surveillance of criminals like mobile phone hacking etc. With the advent of these technologies there is no reason why a crime how small or big would remain undetected.
