In remarks with striking parallels to current US debates, officials in President Jimmy Carter's administration voiced fear about Pakistan's trajectory and tried both pressure and aid incentives to seek a change in its behavior.
In a secret November 1978 memo, then secretary of state Cyrus Vance instructed US diplomats in Western Europe, Australia, Canada and Japan to warn governments that Pakistan or its covert agents were seeking nuclear material.
Vance acknowledged that Pakistan was motivated by concerns over historic rival India. But he voiced alarm that Zulfikar Ali Bhutto, before being deposed as prime minister in a coup, said that Pakistan would share nuclear weapons around the Islamic world.

"We believe it is critical to stability in the region and to our non-proliferation objectives to inhibit Pakistan from moving closer to the threshold of nuclear explosive capability," Vance wrote, the year before the overthrow of Iran's pro-Western shah and the Soviet invasion of Afghanistan.
Britain was waging a parallel campaign, Vance said. Britain banned the export of inverters -- which can be used in centrifuges that produce highly enriched uranium -- and urged other countries to follow suit, Vance said.
Most countries sounded sympathetic, though West Germany -- a major industrial exporter -- insisted it already had adequate safeguards, memos said.
Pakistan nonetheless pursued nuclear weapons and detonated a bomb in 1998 in response to a test by India.
The Pakistani scientist who built the bomb, Abdul Qadeer Khan, had access to sensitive technology in the Netherlands.
Khan admitted in 2004 that he ran a nuclear black-market selling secrets to Iran, Libya and North Korea. Khan, who is considered a hero by many Pakistanis, later retracted his remarks and in 2009 was freed from house arrest.

The declassified documents were released after requests by the National Security Archive at George Washington University and the Woodrow Wilson Center for International Scholars.
William Burr, a scholar at the National Security Archive, said that a US report from 1978 that could shed light on Khan's activities was missing and that he feared it had been destroyed.
The released documents said Pakistan wanted to maintain work on a reprocessing plant.
France initially supported the project but backed out in 1978 due to fears that it would be used to produce weapons.
Then deputy secretary of state Warren Christopher in a secret memo urged a "low profile" on France's decision, saying it would "severely embarrass" France's then president Valery Giscard d'Estaing and impede future cooperation if it appeared he was responding to US pressure.
Christopher also said he was urging the US Congress to consider economic assistance and military sales to Pakistan, which was considered a US ally in the Cold War when India tilted toward the Soviet Union.
Assistance to Pakistan can "perhaps relieve some of the tension and sense of isolation which give Pakistan greater incentive to move covertly in the nuclear field," wrote Christopher, who later served as secretary of state.
The United States eventually pursued a major assistance package for Pakistan as part of a partnership against the Soviets in Afghanistan.
The United States later cut aid due to nuclear concerns -- only to resume it again as it sought Pakistan's cooperation in Afghanistan following the September 11, 2001 attacks.
President Barack Obama's administration recently suspended about one-third of its $2.7 billion annual defense aid to Pakistan to put pressure for more action against militants.

@Anwar Hasan. Americans had also stolen technology form Germany and Hungary. Some of the scientists were working in Europe and went to USA to work on the bomb. They took the blueprints with them. .. Your confusing rocket technology with the A bomb - the scientist your referring to were brought over to the USA after the end of the war - and didn't even arrive in the USA until after the Trinity test.

Does this document matter? The US imposed sanctions on Pakistan for testing weapons. Sanctions are the same a siege - hence an act of war.

Pakistan has balanced the world after getting nuclear technology because before that only European countries were having that was why the world was imbalance at that time, but now it is balanced, when USA, UK, France, China have rights to have nukes then why not Pakistan?? Only because it is the only Muslim country which defy bans and any threats from the world??

@khan: I have'nt heard of Israel or India having issues with proliferation something which we have admitted to do i.e. in the case of Iran and N.Korea...nor have I seen either of those countries saying we have the bomb so the world must support and help us so obviously the world was well justified in being worried about us specifically. Also just food for thought....these countries aren't begging for aid and loans and grants....we are.

Nothing new here --- the USA did it's best to prevent both India and Pakistan from obtaining nukes --- they knew that it would do nothing to provide stability to the region --- waste precious resources that should be used for basic necessities --- increase the likelihood of nuclear proliferation --- and make the World a more dangerous place to live. They were right on all counts.

But seriously, After 1970s it was illegal for any NPT country to acquire nuclear weapon. So, Pakistan, being non-NPT nation, didn't violate any laws in acquisition of Nuclear weapons.
However, it was an illegal act by Mr. AQ Khan (stealing nuclear designs) that enabled the program. He also acquired materials in clandestine manner - shall we say nuclear smuggling? And, its act of distributing nuclear technology ran foul of many UN resolutions. All these were illegalities, even if its acquisition itself wasn't.
India acquired nuclear weapons 'legally' and it didn't steal it, it got it via a contract with Canada. There was a contractual ambiguity in the Canadian provided CIRUS reactor, which stipulated that the reactor should only be used for peaceful purpose. It didn't say it can't be used for making an nuclear device or didn't restrict explosion of a nuclear device. So, Indira Gandhi conducted a test in 1975 and claimed the test as peaceful nuclear test so was well within contractual obligations with Canada!! :)
USA acquired its weapons on its own research, so it can't be 'illegal'.

Its right of every nation to get the technology for protection of Existence so why US Worried about Pakistan's Nuclear Progress. Even we are at the same level where we were in 1998. No such significant improvement. We have not educate our youth for this technology like Nuclear Electricity Power plant. so why we are ignorant from the technology.Thanks.
Its no wonder the world tried to stop Pakistan from acquiring the bomb...our example is that of a hungry and uneducated guy living in the tent along the road who is busy in collecting dynamite which he uses to scare the people living in houses for food, water and electricity...
Yes...and turn a blind eye to indian and israeli nuclear weapons programme. There was nothing stopping pakistan's nuclear programme, especially after 1971. Even Iraq style sanctions of the 1990s would not have prevented Pakistan from going nuclear. Also, it was India who first introduced nuclear weapons in south asia, not Pakistan.
We're like a two year old with a Klashinkov in our hands using the bomb to scare the living daylights out of the world...the bomb has given us nothing but pain...all that money which could have been better spent on education, health, roads, dams e.t.c to develop our country were spent on toys for our boys so we could get the bomb. The really sad part is the people who made the most noise i.e. the politicans and the army that we will eat grass and get the bomb...I don't see them eating grass or suffering, its the general public i.e. you and me which is suffering...no water no electricity, no security because of all the bad decisions taken so many years ago. Let just please get over this "Don't Jealous" phenomenon and now try and focus on the actual issues facing our country.

The Americans ignored the Pakistani Nuclear program when it was most crucial- during the 80s. With China giving the Uranium and AQ Khan getting the blue prints of the reactor, the job was made much easier.
Sad that Uncle failed in his efforts, world would have been much more peaceful place to live if it would have succedded.
