CDA board delegates powers of chairman to MD

Members of the board adopt restructuring of the authority as approved by the federal cabinet in its meeting in Nov

ISLAMABAD: The Capital Development Authority (CDA) Board in its meeting held at CDA headquarters on Tuesday delegated administrative and financial powers previously exercised by CDA chairman to the managing director of the authority who will now be considered the Chief Executive Officer (CEO).

The first board meeting for 2020 presided by CDA Chairman Amer Ali Ahmed discussed in detail matter of restructuring of the authority, as notified by the federal cabinet.

The members of the CDA Board after detailed discussion adopted the restructuring of the authority as approved by the federal cabinet in its meeting on November 5, 2019, along with a delegation of powers, the job description of various officers and other necessary arrangements as per new hierarchy.

In this context, all the administrative and financial powers being exercised by the CDA chairman have been delegated to the CDA managing director who shall be the CEO of the authority also.  The managing director also acts as the vice-chairman of the authority.

Moreover, the word chairman appearing in all rules, regulations, instructions, policies, and by-laws of CDA in connection with administrative and financial matters shall stand substituted by vice chairman and CEO with immediate effect. The chairman shall, however, remain head of the new CDA Board.

Similarly, all the administrative and financial powers being exercised currently by the members shall stand delegated to the director generals of respective wings. The existing posts of members created in the past through re-designations or otherwise shall cease to exist.

The word member appearing in all rules, regulations, instructions, policies, and by-laws of CDA in connection with administrative and financial matters shall stand substituted by director generals. In this regard, the board also approved the re-designations of BPS-20 posts as general managers.

Administrative and financial powers and functions previously exercised by the member administration shall now be exercised by the management director-general.

Similarly, the post of services DG was delegated as engineering. administrative and financial powers and functions previously exercised by the member engineering shall now be performed by the DG engineering. Furthermore, administrative and financial powers and functions previously exercised by the member estate shall now be performed by the estate DG.

Similarly, powers exercised by the member planning shall now be performed by the planning director-general. Moreover, the post of the financial adviser has been re-designated as finance DG who will exercise the powers of member finance. Except for all these posts, all positions of BPS-20 have been re-designated as general manager of the respective wings and will directly report to the managing director who will be the CEO of the authority.

Auction of plots

The CDA board also solicited the approval of auction of commercial and residential plots to be held in the month of March 2020. In this connection, the board approved re-planning of more plots for auction of residential plots and utilisation of un-utilised area of central business district opposite Sector F-9 Park. Site for new polyclinic hospital in Sector G-11 and NOC for Pakistan Housing Authority (PHA) zone-4, subject to clearance from Pakistan Environmental Protection Agency was also approved.
