Commissionerate system approved by Sindh Assembly amidst MQM protest
The session chaired by Speaker Shehla Raza also approved the Sindh Local Government Ordinance 1979, the Sindh Police Act 1861 and the Land Revenue Ordinance, 2011.
Muttahida Qaumi Movement (MQM) leader Faisal Sabzwari said that the Pakistan Peoples Party (PPP) is trying to impose its agenda and not allowing them to speak up in the Sindh Assembly.
"Our resignations should be accepted - it is the government's behaviour that has forced us to demand a place in the Opposition benches," he said.
However, the deputy speaker asked them to sit on the government benches till their resignations are approved.
The session has been adjourned till July 22.
MQM protests local govt bill
Speaking to the media outside the Sindh Assembly MQM leader Faisal Sabzwari said that the MQM had walked out of the session to protest the PPP's agenda.
He said that the MQM had requested a Sindh Assembly session to protest the violence in Karachi. He added that police did not take any action against target killings, and people were targeted and shot dead in front of the media in broad daylight.
He further added that all "unlawful acts have been approved in the session today".
He said that the MQM's adjournment motions were not considered in the session and that the party was not allowed to speak.
He added that the MQM would foil the government's attempt to divide the province of Sindh.
He further said that "fake cases" were lodged against MQM members, and that the PP was trying to victimise its workers.

Now that this system has been introduced it transpires that it has only been done in Karachi and Hyderabad region. Other areas of Sindh will continue to follow local bodies system!WHY? Motives are highly questionable!!!

What province? You guys have a province or are you talking of going back to India. Karachi is a part of Sind and will stay so. The most we can offer you is try being a Pakistani for once, and we make Karachi part of the federal territory. The writing is on the wall.

PPP is an agent of the west, thats why it continues to implement the old system of its masters. PPP and all agents of the west must be defeated.
The PPP has always done this whenever it has come to power. It has brought archaic laws in the country only to prolong its life. What a shame? Aik Zardari sub peh bahri? This shows why?

It is hard to believe that ppl are supporting PPP action. If there was any issue with the local govt system then make changes to it not abolish it completely. Those who give example of other Provinces, should check Punjab, they have not abolished it instead added magistrates to the existing system. The roblem is that with the local govt system the power goes to the citizen of that township, zila and city, since MQM is in majority in some of the urban centers, PPP had done this to keep the control. The ppl who have no idea about the politics of Karachi needs to some research before commenting. Others who live in Karachi or other major cities, need to be honest, they will come to the cities to enjoy a good life, but would not agree to the politics of these cities or the fact that the people how made progress for these cities do not have power to rule it. I know many non-urdu speaking in Karachi who support MQM, because of their the stand or the work they have done.
Well, well, look who is talking about democracy. The bill was passed lege artis through the provincial parliament and follows all the norms of democratic rules. Not that I am a friend of PP, but this is what you get trying to act street smart. Moreover the bill was not bulldozed the way Musharraf introduced his devolution and nazim plans. Whether its the right plan or not is another story.

The only system that has ever worked for the people Karachi has been the system that has been changed. It worked under Naimatullah sb and Mustafa Kamal and we saw it work.
This shows just how much the PPP really cares about Karachi.
Karachi should be made a separate province. Period.

Great that we abolish Local Government system because as per Some one from PPP said that elected Nazims are not trained to provide instant relief to public.... i agree. Now we have to abolish Provincial government and give minister power to departments Secretary and CM power to Chief Secretary.

@alQalandar: Until you get load shedding problem sorted Why not completely abandon using electricity and start using lamps, candles etc throw your tvs, throw all the machinery from factories out instead of improving your capacities.
LG system is the best one around the world... here in UK they have divided all cities in boroughs each having its own local council and its councilors and then Mayor of City (Boris Johnson in London) and the system works like a miracle ... the same is the case in New York. ... This system gives new leaders from grass root level and also if any problem one can write to or visit your local council office to resolve it. Each council gets tax from all house holds located in the area and spends it on improving the locality (Roads, Parks, Libraries, Sewerage system etc) hence you don't have to run after some politician or any one else you know which door to knock when there is some problem and the Govt knows who holds responsibility if an area is deprived ... Divide and rule is the best example in any professional field where you know which string to pull if some thing goes wrong.
The ppl who says that this is democracy then what a intellectual level he/she has.
Dont compare us with India. Its not Develop country. See the Develop countries. They even handover the police to Local Govt. Second the KHI ppl should be granted the power by Fedral govt or by etc.

Sindh assembly has shamefully re-introduced a system which was designed by a colonial power to subdue and control its subjects. The manner they want to run the province by is exactly the one that the fuedal mindset imposes on its peasant subjects in rural Sindh. Thier style of rule is "fear and coercion", like they did to the PMLQ. However, in MQM's case, there are two differences that they haven't taken into account:
i) MQM may have been accused of a lot of things BUT NOT CORRUPTION. They will not find a case such as Moonis Elahi's to blackmail MQM.
ii) MQM has persevered through military operations, political victimization and much more. It has seen countless of its supporters sacrificing their lives for the greater cause of the movement, only to be replaced by more and more and more... MQM is not "Tonga party" which will be dispersed at the first signs of confrontation and abusive force. Any such tactic will only serve to bring MQM's vote bank together and strengthen their resolve. It will only serve to motivate the silent segments like myself to speak up their mind and side with the logic.

It is obvious whatever MQM, the represantative of the Urban Sindh , proposes, will be bulldozed and demolished with sheer force of the so called Majority .
So the plight of Urban Sindh will be getting a deaf ear ....but for how long ?
Do we need a separate province to be heard , to solve out our long lingered problems ?
Why there will always be a Chief Minister from Rural Sindh and why none ever from Karachi ?

The bulldozing of the commissionerate system from the Sindh Assembly will create bitterness in the Urban and Rural Sindh.
So MQM sat on treasury benches and their adjournment motions were not considered!. It is getting interesting....
