Strict action should be taken against the management of two housing societies in E-11 for violating their agreements, said a parliamentary panel.
The Sub-Committee of the Senate Standing Committee on Cabinet Secretariat (Cabinet Secretariat and Inter-Provincial Coordination) met at the parliament house recently and recommended strict action against Federation of Employees Cooperative Housing Society and Pakistan Medical Housing Society. Senator Shahid Hassan Bugti presided over the meeting.
The committee also examined the progress on the decisions and recommendations they had made on April 8, for the rectification of irregularities in the case of the cooperative housing societies operating in E-11.
Senator Bugti was not happy with the laziness Capital Development Authority (CDA) showed in implementing the committee’s decisions and recommendation. CDA also failed to ban illegal construction of commercial buildings in the scheme of Pakistan Medical Cooperative Societies in E-11, he observed.
He said the CDA must ensure implementation of the approved layout plan in letter and spirit and the violations should be rectified immediately. He added that housing societies must adhere to the rules and proceed according to the approved layout plan.
The meeting discussed an inquiry report on fake allotment of plots in Model Village Kurri and what action to take against the culprits involved in the scam.
CDA Chairperson Imtiaz Inayat Elahi told the committee that a DMG officer was involved in the scheme and the Establishment Division, controlling department of the officer, is currently investigating the matter. Senator Bugti, however, was not happy about a department being put in charge of probing its own officer.
The committee took up the matter of commercial plots’ auction from 2008-2011, but deferred the item due to incomplete information provided by the CDA. It asked the authority to give them complete details on the auctioned plots. It also examined the list of commercial plots auctioned during the last three years in various sectors of the capital. The committee was given a detailed briefing on the commercial plots sold during the last three years.
They were also briefed about the violations of layout plan of Federation of Employees Cooperative Housing Society E-11 and action taken against the violations. The commissioner and deputy commissioner/registrar briefed the committee about the reforms and improvements achieved on recommendations of sub-committee for the betterment of cooperative housing system in Islamabad.
The committee was told about the delay of water supply from Shah Allah Dita reservoir to various sectors of the capital city, and given an overview of the completion of development work as announced by the prime minister.
The committee stressed upon the need to expedite work on the completion of the water supply scheme to the newly launched sectors so that people may not suffer due to water shortage. They also underscored the need for provision of basic amenities in the new sectors.
