Local dealers in Islamabad lodged a petition challenging the amendment of the Income Tax Ordinance of 2001. The petition was heard by Justice Amir Farooq.
In his remarks to the petitioning lawyer Babar Awan, Justice Farooq questioned, "You are here challenging your own amendment?"

To this Awan responded that "yes we are here to challenge our own amendment."
The high court inquired whether these terms are present in the Finance Supplementary Bill 2018, Awan informed the court that Income Tax ordinance 227 (A) and (B) of the interim mini budget were in violation of the Constitution.

"It is unlawful to condition purchase of new vehicles with being a tax filer," said Awan and added that No law in violation the people's expectations can be put into effect.
After hearing the arguments of the parties, the court issued notices to Secretary Finance, Chairman Federal Board of Revenue (FBR) and Director General (DG) Motor registration.
