The appeal was earlier filed by PAT challenging an anti-terrorism court's (ATC) verdict to summon the PML-N leaders.
The appeal named Nawaz Sharif, Shehbaz Sharif, Hamza Shahebaz, Rana Sanaullah, Khwaja Asif, Saad Rafique, Pervez Rasheed, Abid Sher Ali and Chaudhry Nisar as respondents and also requested the court to render the ATC ruling inadmissible.

Former Inspector General (IG) Punjab Mushtaq Sukhera also challenged the petition regarding the inclusion of his name in the prosecution list and requested the removal of his name. Sukhera stated that he had no involvement in the incident which killed 14 people.

The high court, however, dismissed his request and ordered him to appear before the terrorism court.
On February 7, 2017, the ATC ruled that former premier Nawaz along with cabinet ministers and political personalities were not guilty of the incident, instead declaring IG Punjab Mushtaq Sukhera including all police personnel at the scene responsible for the tragedy.
PAT then challenged the ATC verdict in LHC in April 2017.
