No promotion for college teachers without training

HED issues schedule for first promotion-linked training

LAHORE: The Punjab Higher Education Department (HED) has made training compulsory for college teachers as well as linking promotion of college cadre teachers with mandatory training as well as induction of new lecturers is also subject to successful training of new recruits.

In this connection, the HED has issued a notification informing the same. The notification read: “With the approval of the competent authority amendments in service rules of employees of Higher Education Department has been made and training is mandatory on induction as well as for the promotion of teachers of Higher Education Department.”

Furthermore, the department has also issued the schedule for the first promotion-linked training of college teachers in the province. The first batch will consist of training of teachers who will be promoted from basic pay scale BPS-17 to BPS-18 after successfully completing the training. “The first batch of mandatory promotion-linked training from BS-17 to BS-18 will commence from June 25, 2018, for 3 weeks at Quaid-i-Azam Academy for Educational Development,” the notification read.

The first batch will consist of 70 lecturers who are to be promoted in the next pay scale. These include 35 male and 35 female lecturers who will receive the promotion-linked training from BS-17 to BS-18. The HED has also informed Quaid-i-Azam Academy for Educational Development (QAED) to make necessary arrangements for the training.

The department has also made it clear that the training was mandatory and teachers cannot opt out of it or avail leaves. However, the HED has given exemption to those lecturers who were engaged with the Election Commission of Pakistan (ECP) for the upcoming general elections. The notification said, “Due to upcoming general elections only leave for election training will be given to those trainees who submit the written directions from the Election Commission. Maximum two leaves will be allowed during the training session.”

Separately, the HED has also started the induction training for newly-appointed lecturers in the province. The department has issued a schedule for the third phase of the induction training. A notification to this effect said, “Higher Education Department has initiated mandatory residential training of college lecturers. Two phases of training have been completed, the third phase of training will commence from July 9 to July 21, 2018”. The department has issued the same instructions for leaves during the training.
