PESHAWAR: The Khyber-Pakhtunkhwa (K-P) cabinet on Monday approved the regularisation of the services of 37,000 contract-based teachers across the province.

The teachers had been recruited on contract basis by the K-P Elementary and Secondary Education Department over the last four years through a National Testing Service exam. They would be regularised through a bill to be tabled in the K-P Assembly.

A meeting of the cabinet – chaired by K-P Chief Minister Pervez Khattak – gave approval to a number of items on the agenda, but the teachers’ regularisation issue was taken as an additional agenda.

The cabinet okayed amendments to the Protection Against Harassment of Women at Workplace Act 2010, as well as for the appointment of an ombudsperson under the Act.

It transferred the powers of the Infrastructure Development Cess to make collections to the Department of Excise and Taxation from the Khyber-Pakhtunkhwa (K-P) Revenue Authority.

According to KPRA officials, the excise department was already collecting the cess, but in official documents it was shown as the responsibility of KPRA.

The cabinet expressed concern over receipt of only 10% of the electricity from the total production in the country, as against its share of 13.5%, leading to unwarranted load-shedding. The chief minister said that the 10% quota of electricity was not acceptable.

It approved an additional Rs23.93 billion for the priority projects of public welfare throughout the province, including Rs4 billion for K-P Highway Authority, Rs5 billion for Communication and Works projects, Rs1.03 billion for solarisation schemes, Rs2 billion for irrigation projects, Rs1 billion for higher education projects, Rs1 billion for elementary and secondary education, Rs1.6 billion for power projects and Rs300 million for gas projects.

The cabinet approved the Board of Governors of Health Foundation, and directed that a final summary should be routed for formal approval.

It directed the authorities concerned to finalise the upgradation of employees in the police and other departments, and bring a comprehensive case to the next cabinet meeting.

The cabinet okayed a proposal for appointment of additional advocate generals and one assistant advocate general. It also gave its nod to amendments to the Local Government Act, the Khyber-Pakhtunkhwa Fisheries Rules, 1976, and the Khyber-Pakhtunkhwa Power Crushers Rules, 1998.
