Previously, the court had suspended the regulations when PMDC was going to implement them retrospectively on the admissions held in 2016. The new regulations empowered University of Health Sciences (UHC) to conduct admissions in medical and dental colleges.

While defending the PMDC regulations, counsel Noshab Khan contended that the new regulations were made to ensure principles of equality and transparency in admissions. On the other side counsel for the colleges had opposed the retrospective effect given to the new regulations.
