Contract officers: Nine senior bureaucrats sent home

Officials fired on SC orders include FIA chief Waseem Ahmad and IG Sindh Salahuddin Babar Khattak.

Prime Minister Yousaf Raza Gilani on Friday cancelled the contracts of nine senior officers appointed in key posts in the police and intelligence agencies, bar one following the Supreme Court’s (SC) directive.

The decision regarding other heads of powerful institutions working on extension or contract has not been taken yet. A detailed list of contractual employees was sent to the PM earlier this month according to Establishment Division Secretary Abdul Rauf Chaudhry.

Chief Justice Iftikhar Muhammad Chaudhry had ordered the government to terminate the services of employees working on contract.

The officials whose services were terminated are Director General (DG) Federal Investigation Authority (FIA) Waseem Ahmad, Inspector General (IG) Sindh Salahuddin Babar Khattak, Managing Director Pakistan Housing Authority Muhammad Ali Afridi, DIG Traffic Karachi Major (Retd) Khurram Gulzar, DIG Larkana Din Muhammad Baloch, DIG Nadir Khoso, A IG Railway Khizar Hayat, Director Intelligence Bureau (IB) Karachi Tariq Jamil and Deputy Director IB Asghar Mahmood.

Advocate Hafeez Pirzada informed the SC about the cancellation of their contracts.  The remaining contractual employees are likely to be terminated soon, according to a senior official of the PM Secretariat. A cabinet committee on the PM’s directions is examining the cases of some 20 senior officials who were re-appointed or employed on contract, he told The Express Tribune. Cabinet Division Secretary Nargis Sethi is heading the committee.

Gilani, on the strength of his discretionary powers, had granted extensions to some prominent public servants last year. Citing civil service rules, former civil servants criticised the government’s decision and said “Extension may be given to people on key posts subject to non-availability of suitable candidates.”

Officials, who are still working on contract are Chief  of Army Staff General Ashfaq Parvez Kayani, Director General Inter-Services Intelligence (ISI) Lt-General Ahmad Shuja Pasha, Defence Secretary Lt-Gen (Retd) Syed Athar Ali, DIG Gilgit-Baltistan Farman Ali, AIG Railways Lahore Mian Akhtar Hayat, budget coordinator Nasrul Aziz, Joint Secretary Ministry of Finance Talib Baloch, and Joint Secretary of Population Census Khizer Hayat and former secretary establishment Ismail Qureshi as Rector National School of Public Policy.

Meanwhile, Premier Gilani promoted some bureaucrats of the foreign services seconding the recommendations of the Central Selection Board (CSB).Younis Khan, Rab Nawab Khan, Fiaz Muhammad Khoso and Muhammad Nawaz Chaudhry of the foreign services of Pakistan have been promoted from Grade 20 to 21, according to a notification issued from PM Secretariat.

Dura Shaw | 13 years ago | Reply Allmost all head of departments are on extension in service of some sort, which make them coward to work honestly in the larger interest of this country, instead they avoid taking any bold step to save their illegal service. That is Pakistan could not progress for inspite of all having natural large Natural resources, If the retired officers on extension were competent in their respective professional fields Pakistan would now be not in such miserable state, every thing has a negative tendency.
