F-16 jets US plans to sell to Pakistan will be used against India: Husain Haqqani

Former Pakistani ambassador to the United States Husain Haqqani warned Washington the F-16 fighter jets it plans to sell to Islamabad will be used against India instead of militants.

“Unless Pakistan changes its worldview and its compulsive competition with its much larger neighbour even in violation of international commitments, American weapons will end up being used to fight or menace India and perceived domestic enemies instead of being deployed against jihadists,” Haqqani said.

In October, it was reported that the Obama administration was preparing to sell eight new F-16 fighter jets to Pakistan, an overture intended to bolster a tenuous partnership despite persistent concerns about Islamabad’s ties to elements of the Taliban and quickly expanding nuclear arsenal.

Terming the sale of such military hardware and even reported talk of a civil nuclear deal an appeasement policy towards Pakistani military, Haqqani urged the US to remind the Pakistani leadership that their ambition of rivalling India is akin to Belgium trying to rival France and Germany.

The former envoy contended in his remarks ahead of a Congressional hearing on ‘Civil Nuclear Cooperation with Pakistan: Prospects and Consequences to the Terrorism, Nonproliferation, and Trade Subcommittee of the Committee on Foreign Affairs’ that “the Obama administration’s consideration of a nuclear deal with Pakistan, just like its decision a few months ago to sell almost US1 billion dollar in US-made attack helicopters, missiles and other equipment to Pakistan will fuel conflict in South Asia without fulfilling the objective of helping the country fight extremists or limit its nuclear arsenal.”

Haqqani’s advice to Pakistan: Stop ‘competing’ with India

Earlier this year, the US State Department approved Pakistan’s request to purchase US-made attack helicopters, missiles and other equipment valued at almost $1 billion, aimed at fighting insurgent’s in the country.

Haqqani alleged that Pakistan’s failure to tackle its extremist challenge reflects an absence of will not lack of arms.

“Unless Pakistan changes its worldview and its compulsive competition with its much larger neighbour even in violation of international commitments, American weapons will end up being used to fight India and perceived domestic enemies instead of being deployed against militants,” he said.

US State Department approves Pakistan’s request for arms worth $1b

Haqqani, who is currently serving as director of South & Central Asia at the Hudson Institute, said US is feeding Pakistan’s delusion of being India’s regional military rival by providing it with military aid and selling equipment. “Seeking security against a much larger neighbour is a rational objective but seeking parity with it on a constant basis is not,” he said.

He further maintained that unlike other countries, Pakistan did not raise an army to match the threats it faces, adding that at independence Pakistan inherited 33 per cent of British India’s army, raised for the Second World War and has since sought to identify threats that match the size of that army.

Pakistan likely to secure civil nuclear deal with US: report

Urging US lawmakers not to allow military and civilian hardliners in Pakistan to pursue unwinnable competition with India, Haqqani said it is time, the US adopted a policy towards Pakistan that supports the aspirations of its people for a better standard of living.

“The US government has been giving the signal that Pakistan is too important for the US to ignore, which reinforces all of Pakistan’s wrong policies. These are policies that both the US and a significant section of the Pakistani intelligentsia would like changed,” Haqqani said.

    It is amazing how intelligent our former ambassdor has become after he FLED pakistan! He is quite right when he maintains that Pakistan inherited 39% of the army but that was the numerical number. The army was weaponless because India never fulfilled it’s side of the bargain of giving Pakistan it’s share of hard ware. The evil intentions of India have been since self evident. Every country has a right to enrich it’s military prepardeness. Ths sale of 12 f16 are not going to be a game changer. Our intelligent ambassdor knows surely that pakistan had payed for such jets years ago but was denied the deliverance. Pakistan survived!. Pakistan has never and can never achieve parity with India in any field except nuclear weapons. I must compliment him —he is a good writer( after all he has the state secrets with him).     As a highly conceited person, Husain Haqani gets terribly upset over the fact that he does not seem to be getting as much attention as he thinks he deserves, and on merit. Therefore, he tries his best to remain in the news and one way of doing that is to make all sorts of statements about Pakistan. And lacking ethics and decency, he is prepared to go to any length to defame and harm Pakistan. And it is not exactly for the first time that he has indulged in what could only be described as mudslinging.

    And among other things, he claims that the eight F-16 that the US is offering Pakistan will be used to fight or menace India and perceived domestic enemies instead of being deployed against jihadists. This is as stupid as one can get. God forbid, if there was a war with India, it would be a nuclear one and in that, these eight F-16s will not really matter much. And it is through aerial bombardments combined with ground operations which has enabled Pakistani troops to throw the terrorists out of their strongholds in Pakistan’s tribal areas, and these additional aircraft will definitely boost Pakistan’s capacity against what Haqqani calls jihadists.

    Surely, Pakistan does not need Hussain Haqqani’s words of wisdom to realize that if it embarked on competition with India, it will do so only at its own peril, and just the economic burden of this all will crush it.

    It was not all that far back that Indian Prime Minister Narendra Modi boasted about India breaking up Pakistan. And as Modi was hurling all sorts of threats and abuse at Pakistan, his commanders were involved in unprovoked firing across the line of control and working boundary, killing innocent Pakistanis, while also threatening cold-start and expressing desire to give us ‘pain.’ Obviously, in these circumstances, Pakistan can not neglect its defence and is compelled to main full-spectrum nuclear deterrence.

    How far removed from reality the person is can be judged by his statement that the sale of around one billion US dollar worth of attack helicopters, missiles and other equipment to Pakistan will fuel conflict in South Asia whereas actually Pakistan needs all this for its fight with the militants and terrorists against whom it has used air power on a massive scale in order to attack them in difficult, hilly terrain with a view to softening the targets, before launching the ground assault.

    Haqqani also says that unlike other countries who determine their troop strength on the basis of threat perception, Pakistan just maintains a massive force and then goes around inventing threats to justify the troop strength. However, in the circumstances where there have been quite a few wars between the two countries, and India in fact dismembered Pakistan, Pakistan’s threat perception is not just imaginary but is based on the bitter experiences and threat level, just like it should be.

    Luckily, after the initial outburst of anger and hostility, Narendra Modi seems to be mellowing down a bit. Maybe bitter opposition to his extremist policies in India as well as persuasion by the world leaders has persuaded Modi to change his outlook towards Pakistan. Indian foreign is already on a visit to Pakistan while Modi’s visit is planned for next year. All these are very positive developments and hopefully thing will get better still with the passage of time.

    It is about time leaders in India and Pakistan realized that the past wars and aggressive postures have not helped them, their countries or their people in any away, and at least for the sake of suffering masses these leaders of poor countries ought to solve their problems, instead of creating new ones. And this continued aggression and hostility helps no one. There are signs that this reality has finally dawned on the leaders of the two neighbours.

They think no, but one should look for places below the skin much deeper below the skin; and may find the real reason; It looks like these 8 may be the latest and the greatest with all the top of the line defense and assault equipment, defensive and attack electronics, radars, electronic counter-counter measures systems and target acquisition systems.. with 2 position cockpit and minimum of 8 hard points plus a special purpose special function under fuselage rack; That is where the secret is; If one knows what that rack is, then really one should be very afraid of these 8 planes and one should be very brave and ready to do what is necessary to teach a lesson to ensure a permanently engraved physical, mental and embryonic stage impact to most of the special humans in the neighborhood who think that they have become supermen of the region; Recommend

    Neither the article nor the refrain in the comments are surprising. But Pakistan definitely needs to guard against overspending on arms at the cost of development. The need to maintain the primacy of the Army has to be curbed. There’s a lot to be done in Pakistan, as in India. Perhaps Pakistan needs to stop at trying to establish parity with India just as India needs to stifle its desire to equal China. Both appear unattainable at the moment. Deterrence, in whatever form, has been achieved. South Asia is the home of the world’s poor and deprived. Let us not forget that. Nawaz Mian needs to find spine to say that and put into practice pragmatic development policies rather than pursue this archaic line of thought. Recommend

    Mr. Haqqani may have his personal interests. But he may be telling the truth! The United States can go to any extent in order to satisfy its Capitalists’ interests. This is evident from the WW1, WW2, 9/11, Iraq & now ISIS. (Yes US admin itself planned each and everyone of these attacks killing millions of people even in the US soil-9/11!). They create problems which would benefit their defense industries or satisfy their economic interests. A war between the neighbours India and Pakistan is like a mouth-watering situation for them. It would benefit the US defense Industry, which is suffering a budget cut. Of course Pakistan needs to boost its national security.     Despite of his fluid personality and working beyond his mandate for Pakistan, his argument is valid or at least worth consideration. We can not compete militarily with india. We can defend ourself and thanks to our nukes we are not an easy meal for India. But when will this security centered policies of Pakistan get reconsideration?
