TIP says the EOI follows the prequalification process and that only prequalified bidders can be invited for EOI.

Transparency International Pakistan (TIP) has pointed out discrepancies in the process adopted by Pakistan State Oil (PSO) for inviting expression of interest (EOI) for Liquefied Natural Gas (LNG) import.


In a letter addressed to PSO Managing Director Amjad Parvez Janjua, the TIP says the EOI follows the prequalification process and that only prequalified bidders can be invited for EOI.


However, the PSO advertised the EOI for LNG import, ‘which is in violation of the procurement procedures prescribed by the Public Procurement Regulatory Authority (PPRA).’


It says that according to PPRA Rules, prequalification process under Rule 15 is to be used in case of suppliers and contractors and bidding documents are to be issued under Rule 23 to those firms which are prequalified if prequalification process is used.

The Pakistan chapter of Transparency International is the subject of investigative journalism questioning violations of the TI Charter and multiple conflicts of interest. High ranking members of TIP have been investigated by the FIA and accused of using the TIP platform to carry out media and legal campaigns against contracts and developments by certain business groups in order to benefit competing business groups with whom they have personal and business relations.
