The Washington Post on Wednesday quoted leaked secret documents as saying Pakistan had been regularly briefed on the strikes and in some cases helped choose targets.
The purported evidence of Islamabad's involvement came as Prime Minister Nawaz Sharif visited the White House and urged an end to the attacks, which are widely unpopular with the Pakistani public.
A senior Pakistani security official said the story was a US attempt to undermine Sharif's position and reduce criticism of the drone campaign, days after an Amnesty International report warned some of the strikes could constitute war crimes.
The Washington Post's revelations concerned strikes in a four-year period from late 2007, when military ruler Pervez Musharraf was in power, to late 2011 when a civilian government led by the Pakistan People's Party had taken over.
Gilani, prime minister from 2008 until June last year, vehemently denied giving any approval for drone strikes.
"We have never allowed Americans to carry out drone attack in the tribal areas," Gilani told AFP.
"From the very beginning we are against drone strikes and we have conveyed it to Americans at all forums."
Islamabad routinely condemns the strikes targeting suspected Taliban and Al-Qaeda militants in its northwest tribal areas. But evidence of collusion or tacit approval has leaked out in recent years.
A diplomatic cable from then-US ambassador Anne Patterson, dated August 2008 and released by Wikileaks, indicated Gilani had agreed to the strikes in private.
"I don't care if they do it as long as they get the right people. We'll protest in the National Assembly and then ignore it," the leaked cable quoted Gilani as telling US officials.
In April this year Musharraf told CNN that he had authorised drone strikes in Pakistan while he was in power.
The Post said that top-secret documents and Pakistani diplomatic memos showed the Central Intelligence Agency, which runs the drone programme, had drafted documents to share information on at least 65 attacks with Pakistan.
In one case in 2010, a document describes hitting a location "at the request of your government" and another refers to a joint targeting effort between the CIA and Pakistan's Inter-Services Intelligence agency.
The senior Pakistani security official flatly denied any official deal to help with the drone campaign.
"There has never been official arrangement at the strategic or government level," he told AFP on condition of anonymity.
"The purpose of giving such stories is nothing but face-saving. Americans are trying to dilute the growing pressure by using back channels and making Pakistan a party to the whole issue."
The US has carried out nearly 400 drone attacks in Pakistan's restive tribal districts along the Afghan border since 2004, killing between 2,500 and 3,600 people, according to the London-based Bureau of Investigative Journalism.

Why are Gilani's eyes so red?
@numbersnumbers
Politics is not my line, the USA is the only power who in view of their surveillance techmology is not only aware of who carried out the carnage but is able to support it with evidence as well. If they decline such a request of the Pakistan Government would simply mean CIA involvement. The fact that the USA is in a dialogue with the Talibans proves that the Talibans were not involved in such an act.

@Rex Minor: WOW, So you contend that PERHAPS the CIA carried out the Peshawar Christian Church suicide bombings!!! BUT WAIT, didn't the Jundullah wing of the Taliban take credit for this slaughter, specifically claiming that they will continue such attacks on non-Muslims on Pakistan land????
It is simple. You have two versions, one from the state officials of USA and other from former prime minister of Pakistan , Gilani. We all know them both well. Use your mind and you will know who is lying.!!!
Fascinating - Afridi gets 30+ years for helping American's - Gilani and Kayani get pensions and lifetime security.
You did not.......but your bosses did.
The NSA 'Prism program has been used to collect world wide electronic data transfer via E mails, SMS, face book and what ever including the the telephone calls via broad band or mobile smrt phones. It is therefore futile for those political personalities or the military personnel to deny if they indeed were involved. And incidently, who is providing the oordinates for drone operations now? The Polio operators?.
What Mr Sharif failed to do is to ask the Big Brother as to the perpetrators who caused recent carnage in the Peshawar christian church, when the Talibans state they were not invoved? CIA perhaps.

Pasha admitted in the commission about the effectiveness of the drones. He along with his buddies in the GHQ were running the security and foreign policy. We should stop blaming politicians for all ills that have been brought upon us. This event is similar to kargil adventure, where politicians (for being security risk) and the nation were deliberately kept in the dark.
It is very sad to know that it is Pakistani army and government who had permitted the drones attacks. Just came across this report Washington Post published today. http://www.washingtonpost.com/world/national-security/top-pakistani-leaders-secretly-backed-cia-drone-campaign-secret-documents-show/2013/10/23/15e6b0d8-3beb-11e3-b6a9-da62c264f40e_story.html
So why they doing this drama in public and asking US to stop the drones attack.
What exactly is the problem for Pakistan with the drone strikes?
Pakistan's army allowed (rather welcomed) the drone strikes in the beginning in the hope that US will give it the technology or at the minimum they can somehow get some knowledge of the technology and can make their own drones with the help of Chinese. Pakistan's army was supplying fuel to the drones and also provided 2 or 3 air bases from which these drones could operate. They thought that observing drones from a close distance, observing how the drones take off and land, how they fire the missiles, and what fuel they use, the ground control systems within Pakistan, and some knowledge like these would be useful to them. But the technology was too advanced and also US had good controls that denied Pakistan's army gaining any knowledge of the drone technology. How many times have we not heard army generals and politicians of Pakistan say that US should give them the technology and Pakistan will target the terrorists. Pakistan's army provided US targets to see if the drones are effective. They analyze the results to confirm the efficacy of drone strikes.
All opposition to drone strikes started when Pakistan's army came to a conclusion that US shall never give them the technology. They whipped up DPC, PTI and such parties to put pressure on US and these parties were eager to use this opportunity to further their objectives.
Pakistan never wanted the drones to take out anti afghan talibans. When US started to take them out, Pakistan's army started to oppose it more. Had the drones targeted any Baluch separatists, everyone in Pakistan would have admired and appreciated USA for carrying out the strikes.
Just in the last week I heard on 2 or 3 Pakistani TV channels, experts like Hamid Gul and others claiming that ultimately the talibans shall rule Afghanistan. Pakistan's Former foreign minister, Hina Rabbani Kher said in TV yesterday that even in the year 2008, Pakistan's army was briefing the civilian government on Strategic Depth concepts. One should admire Karzai for refusing Pakistan's offer to train his army. He had such a good foresight to sense that accepting Pakistan's offer would mean giving away Afghanistan to the talibans.
No more blame game.We want to know the truth.
During his government, only he cared was about his branded suites and bank balance. He had no clue what his generals were doing. Generals are and were real masters. Puppets like Gillani are installed to defelect attention but these puppets are bit smart, they compensate their insults with money.
400 attacks witout approval of Govt no one will believe no protest by you or your Govt Army ISI wy telling lies to nation but nation is not fools tey can tink
Pakistan's future is secure in the hands of Pakistan Pathetic Parity, Pakistan Maal Lao, Pakistan Taliban Incorporated, the surrendering uniforms and the screaming beards; ably assisted by multitude of Lal Topis.
@Ali: Sorry Ali, but this is the duplicitous behaviour of the security establishment. PM Cameron of UK had aptly put it as running with the hare and hunting with the hounds. This duplicitous behavior is visible in every Pakistani dealing including even China. That is why attacks on Rohingya muslims has the establishment's hand maidens frothing at their mouth, while much worse incidents in Xinjiang, China doesn't even invite a word from the FO.
It is quite obvious the drone attacks that began during the tenure of a military dictator began with collusion of the military of Pakistan; and continued with their blessing during the civilian government that followed, which any how, had not the power in the making/breaking of such decisions, sadly for Pakistan. Nawaz Sharif is trying his best to put an end to them, I doubt that such a decision is taken without the armed forces nod to do so. The change in policy may be as political parties have campaigned against drones, making civilians aware of the unfairness of the killing of innocents by a foreign power within their sovereign territory. One can not take away the reality that these attacks have killed many ruthless key figures of the taliban, and are an effective manner of dealing against extremism with minimum loss of human lives and resources in a war against terrorism. If only the USA and Pakistan's armed forced would run such operations together, giving them the legality acceptable to the people of Pakistan instead of turning more towards terrorism thanks to their effective propaganda......
'We have never allowed Americans to carry out drone attacks in tribal areas' Gilani told AFP. Mr Gilani, the whole world believe your words as you have an impeccable record of being the most truthful person. The Americans believed that you were speaking the truth regarding your statement on Osama who was found in your backyard hiding in a Cantonment for six long years that neither your government nor military or intelligence agencies knew his whereabouts and gave a clean chit to all immediately after his elimination as well as put the blame squarely on all world intelligence agencies except your own agencies for not able to find him.
pakis are funny people....they make fun of their own nuisance brain in the world...
Wiki Leaks cables confirmed the same. Yousuf Raza Gilani authorized drone strikes secretly while publicly denouncing the strikes.
The authorization is detailed in a ‘Secret’ cable sent by then US Ambassador Anne Patterson in 2008.
Gilani himself lamented of "state within state " in parliament. If gilani is telling the truth now then there is a defacto saperate state within the duly constituted govt., which the PM had no control over. Documents leaked by USA amply show total acceptance, participation and approval of drone strikes. World is not fooled by denials or protestations. Everyone knows where the source and shelter of terror is, nawaz shrieff's protestations notwithstanding! Yet parts of pakistan media is desprately trying to project some great achievements of the visit. Who is fooling whom nobody knows!!
Politician: It wasn't politicians, the army may have colluded. Army: It wasn't the Army, the politicians must have colluded. Army + Politicians: It was non state actors who colluded with the Americans.
since when is the Washington Post party to American foreign policy, what is their business with the implications of this report? would the Washington Post be tried for war crimes as well? were they trying to ambush NS to sabotage talks between the two countries? im not sure which narrative to follow.
Now tell me people, how will a nation ever prosper when its own leaders dont want it to, when they're against its progress. Helping attack their own land!! Omg I dont wanna live on this planet anymore
Agreed that you did not allow these attacks on Pakistan's soil. What did you do to stop them? If you did not do anything, which as a matter of fact is TRUE; you actually ALLOWED these attacks.
The big tragedy with the people of Pakistan is that they have been fooled by its own Govt., military dictators and establishment for last 65 years. What is going on since beginning is secretly endorsed by the Pakistan security establishment and Govt. including the Abbottabad operation, drones attacks, Pak-Afghan issues and Kashmir. Both the countries agencies and military having very closed cooperation since long and using propaganda war on terror, media to safeguard each allied or so called allied mutual interests within and beyond boundaries, working on mutual agenda and surreptitious compromises.
The hypocrisy of our politicians.
Another lie to cover earlier lies. When will this lie game will end in Pakistan. No wonder world calls you pathological liars.
