Addressing a press conference in Islamabad, he said, "if the Election Commission of Pakistan (ECP) fails to put a stop to rigging in the upcoming elections then it will be responsible for the consequences."
He added that during the general elections the party had "full faith" on ECP and weren't prepared to take any steps against rigging. However, the party was now prepared, he stated.
PTI Chairman said that the focus behind the press conference was to ensure improvement in the electoral process.
He said that if voters lose their faith in the election process then the voter turnout would decrease.
“Voter turn-out rate was immensely affected after the 1970 general elections owing to massive rigging, failing democracy and martial laws. This time, however, it increased after many years."
“It’s not just PTI but others who have also complained about rigging in the general elections. We requested the Chief Justice of Pakistan to conduct a thumb print verification process in just four constituencies but it was revealed that he already had 20,000 cases pending," said Khan.
"What could be more important than this?' he added.
The PTI chairman said that a lot of secrets will be unveiled in the white paper document.
Bringing his address to a close, he recommended that biometric polling be introduced for the next elections.
“We will introduce this system in our (Khyber Pakhtunkhwa) province," he said.

@raza:
The Judiciary and Election Commission will read these 2000 pages if they want the proof of rigging.
@PakPower: In Pakistan 4 pages reference can not reach decsion for decades, so calculate yourself how much centuries it would take :D
PTI has won the seat vacated by Shahbaz Shareef in Punjab as well as a seat vacated by Zulfikhar Khosa a central leader of PMLN. PMLN used all state ministries to support its candidate in Punjab. PTI if wanted could have won the seat in PESHAWER but we do not believe in dishonest practices. We all saw the use of fire arm in Peshawar and Punjab by the winning candidate. None of the PTI candidate would resort to such blatant violation of EC laws. . After massive scale rigging on May 11TH Election people did come out to vote as they have lost confidence in the election process. Over all voting percentage was only 18% in yesterday’s election. Elections results started coming before 5 pm.In one constituency in Punjab a complete result was announced at 5.10 pm with OVER 27’000 VOTES COUNTED. How is that humanly possible? It takes time to break the seal of ballot boxes, opening the folded ballot papers and then counting. The Election Commission and Returning officers should be sacked who allowed the counting the votes before the end of election time. If the EC is fair that they should disqualify Bilore for resorting to automatic weapon firing we also saw on TV CHANNELS.
Asad Umer has won and that is good news for all sensible Pakistanis. If state machinery was not used Asad Umer would have won by a big margin.
I still don't understand why the PTI did not prepare for the possibility of fraud and rigging during the recent general elections. Blind Freddy knew rigging on a massive scale would take place.
IK lost the elections and he has written a 2000 page complaint about rigging. When are you going to write about the problems facing the people who elected you and the bunch of criminals to NA and KPK? When are you going to write about the causes of terrorism plaguing the country? These 2000 pages are just a way to vent your anger about the elections which have impacted you alone. Grow Up!
@Noman: MQM is a considered choice, MQM leadership encourages rationality
@Rash: This ethnic party seems to be an exception, going strong over 3 decades, if I were following my dad I would be supporting PPP
@Satan: Go to FEFAN website and you will know, nothing shot in the air
Kaptaan crying over spilt milk! YAWN. Move on man, time & tide waits for no one! Your turn WILL come but with time.
@Aysha M: yes you MQM blind supporter, IK has already said this many times. It is ECPs responsibility to make sure and take action including seats where PTI won.
Kaptaan crying over spilt milk! YAWN Move on man, time & tide waits for no one!
a 2000 page white paper .... thatll really show em (in a country where most cant read and the rest cant be bothered)!!!
Khan sb u r right every Pakistani disappointed in this election due to ringing and negligency of ECP and his returning officers: but we do not some thing
He chose 16-18 constituencies because including all is not necessary to prove that rigging took place. All you need is one. Including all would be impractical and unnecessary to say the least.
As for those saying that he needs to get over it need to understand the importance of setting a precedence. Well he did. He did accept the defeat albeit his allegations of rigging and is sitting in the Parliament. He isn't asking to dissolve the assemblies and abolish the system of democracy all together. He is writing it for the history of Pakistan that it is not okay to rig. Next time if a party rigs an election, it wouldn't be able to say that "ye na pehlay kabhi howa hae, aur na ab howa hae". Next time a court takes up a case, they can cite this as a record of rigging in the past. This is historical.
This document might not seem to be a fruitful one right now but be sure of the fact that it does absolve, at least a little, the PTI of its responsibility of taking democratic means of protest.
Alsalamoalaikum
Who will read this 2000 paged White paper.
@Fasiha: These 4 seats are imprtant to prove that massive scale rigging brought PMLN in power.If election were fair than why PMLN is shying away from thum varification.Choud.Nisar promised this in his speech in the NA.
@Rhetoric:IK has given solid evidence for our JUDICIARY to act.
@Roshan: Shame on those who rigged the election.
@PAKISTAN: When there are no solid grounds to defend ,people like you resort to unprofessional comments.
@Sania: Shame on those who rigged election.PTI believes in fair play and trying its best to restore public confidence in election process by demanding thumb impression varification.
@Assad: No people have not forgotton rigged election.What PTI and IK doing is to save future Elections.Especially the forthcomming local body elections.
@Aysha M:
Nawaz Shareef won by securing more than 200% votes from one polling station of Lahore.PTI supporters believies in honest Election and would not resort to unfair means.
@Khan: but hypocrites and criminals.......
The problem is that outside elements want to control Pakistan forever for their own interests and they will never let PTI and people like Imran Khan come into power. Many people can be bought with money, very few have self respect.
@Roshan: he never said that. those statements came from ANP leaders liars that they are during their speeches
Pretty good move by PTI
IK is doing nothing except wasting time of nation. we dont need PTI.
@Khan: LOL calling Ik a liar? Nawaz Sharif: I will get rid of loadshedding in 6 months (before elections) Nawaz Sharif: I will get rid of loadshedding in 5 years (after election)
Ik: We will bring forward good governance and get rid of corruption! Just introduced a Right to Infomation ordinance and an INDEPENDENT ehtesaab cell which will curb corruption. People will have the right to know where all the tax payers money is going and the ehtesaab cell has the power to even arrest the CM if he is involved in any kind of corruption.
If you want to call some a liar go for it...but at least give legitimate examples to back your allegations. It's way too easy to bash and criticize sitting behind a keyboard. people need to come out of their bubble and stop being so ignorant to shear facts. these people that we keep "electing" in to power are the same people who have brought us to this position.
this man is always crying just for nothing.
@Aysha M: lols
He's still whining about how he was robbed of his PM seat instead of addressing real issues in KPK where his govt is in power (in fact, his govt had the gall to blame the recent jailbreak on the federal govt and has brought JI onboard for the education portfolio - welcome to Naya Pakistan folks). Typical IK - all big talk and chest-thumping but zero action on ground. And yes, I voted for PTI before PTI trolls start bashing me.
Question: What is PTI? Answer: It is a group of opportunists who gathered after leaving other parties. They were declared pious by Board of PTI after their departure from previous parties. They came closer together to loot Pakistan after success in 2013 elections. But Pakistani public was not foolish and it rejected PTI. Now this group of opportunists led by Imran Khan is trying its level best to make the election disputed. A big shame for PTI and its opportunists.
Imran is a complete nonsense who lacks ethics of communication. he is the most outspoken politician. I never liked him.
this man is always crying without any reason. he should get matured now. he should constructively help the government to resolve the issues. but he is wasting his energies on non-issues. no hope from PTI.
@QB @Anampakistan is somehow right. Being an IK supporter,I cant be blind.On what basis are u saying that dont stop u from raising voice against rigging. If I'm not wrong u didnt even give a damn to vote.So plz stop commenting while sitting in A.C.
Has any person in Pakistan ever admitted defeat? IK is doing the same politics done by others. Rather, I believe he is worse than others. He should accept his defeat. Moreover, he should thank Nawaz Sharif who allowed PTI to form government of KPK. Otherwise, it was not very difficult for him to form KPK government. Nawaz Sharif accepted mandate of PTI in KPK. PTI should also accept mandate of PML-N. But I believe that Imran will naver do so because he lacks sportsman spirit. Allah bless Pakistan.
@sarshar, you are very right. True people of Pakistan do not deserve a liar like IK.
when will he issue White Paper on Sita White case? Nation is waiting for that.
@YellowJ:
Please learn a lesson from Egypt. There is a time and place for everything. Stop whining and get on or you will create nothing but a chaos in the country. Every party can name few constituencies where there was rigging. Work within the system to avoid that from happening in the future rather sitting on the sideline and keep whining.
If PTI wins in by-elections, it will be free and fair elections. If PTI loses, there will be rigging. This is the politics of Imran. Shame.
When Bannu Jail was broken, Imran said that ANP has no right to rule. Now D. I. Khan Jail is broken. Has PTI any right to rule. IMRAN KHAN, HAVE A SHAME.
Can someone please brief this guy on REAL ISSUES that we are facing? He fails to see anything important than alleged rigging in four (yes, just FOUR) constituencies.
A 2000 page whitepaper on rigging in elections? How about a 200 page whitepaper on terrorism in Pakistan?
Accept the defeat and move on, there are other important issues to focus on. Stop being crybaby for once.
actually we people still do not deserve IK. as simple as that.
A 2,000 paged white paper?? Imran better should focus on what he promised to KPK or else 4,000 paged paper will be written soon about his useless speechless and fake promises...
Ayesha M. ... UR dad is MQM active member, doesn't mean that u have to support em too ... think with ur own mind ... Ethnic parties have no future in Pakistan, especially MQM which is champion of violence n fraud. Its a mathematical fact that time is near for one final blow on MQM, means SAFAYA OF MQM .....
A 2,000 paged white paper?? Imran better should focus on what he promised to KPK or else 4,000 papers will be soon written about his useless speechless and fake promises...
@Aam Pakistani: my dear, you should know that elections is the backbone like a human body and if any developed country or state, and if a state's have no backbone u know what will b the result of the human body, elections is a national and historical trust which have been thefted by the cruel election officials with the connivance of the PML (N) and along with a very mighty group, i dont want to name that group because then the KHAKI walay phir khafa hotay hain, any how u should also take interest in the real politics if u are loyal to pakistan....thanks plz dont mind...thanks and regards..

Mr. Khan - At this point, play a dirty game the way your opponents are playing just to get yourself in the driver seat. You need to get into the driver seat in order to make things happen and unfortunately you do not have much time. That Pakistan of yours is going to need a lot of your energy and I am afraid you will not have enough left in you very soon. So, basically play dirty to get into the driver seat, whatever it takes - get into the good books of americans temporarily, use your international contacts - whatever it takes, just freakin do it! As mentioned the only way to make things happen is for you to be in the driver's seat. People of Pakistan want you but they are weak physically and in their integrity, they cannot make things happen for you even if they want! so do not expect anything from them at all. You are smart enough to understand that.

Does he realize that he is not popular with the masses of Punjab, Baluchistan and sindh.
I am waiting for another white paper after 22nd August election :)
For those who believe that PTI is comprised of angels please check the tax filings of your beloved candidates on Pakistan election commission's web site: ecp.gov.pk/SResponses.aspx Add http to the link above and see how many of these candidates have not paid any personal income tax during the past three years!!. To bring "tabdeeli" or change one has to start from their own house and party. How can a party bring a revolution who own members use fake degrees and don't pay income taxes????
PTI White Paper on 11th May Elections Official Document Click Below http://www.scribd.com/doc/161946329/White-Paper-on-Massive-Rigging-In-Election-2013
You would have publish a white paper on Terrorism, Killings, LOC situation, bribe, drones, extortion, TTP, poverty, Corruption and land grabbing etc, Your worst paper was a waste of time and energy.... please turn you mind ON and write and do something about common man problems...
@Aam Pakistani: Looks like you will always be "aam". Imran Khan however is not aam. He is an idealist, sets his targets high, and strives to achieve them. "Aam" people will be content eating aam, which btw is nearing end of season. Find yourself another seasonal fruit.
@Saleem: Do not raise your voice against any injustice done to you. Just accept it! What a brilliant solution! clap clap clap
@Satan: Kindly refrain from using "gunshot" analogies with AyshaM. Bhai log people take anything with the word "gun" in it very literally. Thank you.
Big boasts little roast! Nothing worth saying here I'd just say that it's 2000 pages of blah blah blah.
@ Aam Pakistani I guess the next day you will weeping that politicians are not performing...How can a politician won through rigged and flawed election can be expected to perform? He has rigged elections to make money as this is his job....Issue of rigging is as important as any other issue....Why are you afraid of correcting this system? Why? I am irked at your take on rigging thing.
@Aam Pakistani:
This "simply accepting" approach has gotten us here. For Allah's sake, please stop "simply accepting" the injustice and corruption. Isn't it time now to stand up. And you if you can't stand up yourself at least don't stop others from doing so!!!
Needless to say that IK'S progressive mental degeneration is not only hastening his political demise in Sooba-e-KPK but also on Sooba-e-Facebook and Social Media.
This is a very good approach by PTI. Present the evidence and not just rhetoric. Even though it was the duty of the system to produce the evidence it is appreciable that PTI put in the effort to make the evidence part of the history. Other parties are just crying on media without any desire to actually rid the electoral process of corruption.
Also it's a shame that ECP is not questioning Fazlur-Rehman as he incites religious hatred by calling the other party Jewish just to get votes. According to my understanding such activities are not allowed during the election campaign. But then !!!
I would be anxiously waiting for ET's piece on the political obituary of IK after tomorrow's by-elections!
So please all PTI bashers tell me ... are all the real problems as my friend Aam Pakistani mention, due to the fact that incompetent and corrupt people are elected to the assemblies ...
Would't it have been a bit apt if action can be taken while keeping the present in perspective? Like issuing a White Paper on the stupendous achievements or lack thereof of KPK Government. Now this would be a real mind twister for someone whose IQ level would even make Raja Riaz proud. :D
Imran is trying to tell the people of Pakistan to address the real issues in the system but this nation is asleep. IK I wish I had 10% of your will power...
@Aam Pakistani: So you're the type who thinks that speaking up for your rights is akin to crying? How inane can your arguments possibly get? And please don't make ridiculous comparisons between the U.S. elections and Pakistan's - the two are poles apart in case you haven't noticed. When is the last time you saw stamped ballot papers being torn and burnt? Thumbprints being replicated? Victory margins of 70,000-0 votes? All of which is on video evidence by the way...
The next time you complain about rising prices, load-shedding, target-killing, the miserable state of us Pakistanis and what not, I would ask you kindly pay heed to your own words and to "move on" with life.
Just accept it that you have lost the election! Yes, there was rigging and you folks did it too. You also have as many incompetent people went through the system as other did. Now move on and deliver for which people gave you a mandate. If you can't do that then get out of politics.
@Ayesha M: Now that you have shot in the air. Name me just one polling station and I will stop supporting PTI. I could jump out of my window as well. That is precisely the problem with our "beloved" country. We want to prove points but cant support them.
Sometimes I wonder why Imran is wasting his life in Pakistan when he could have gone anywhere in the world and lived well. I feel sorry for myself and my countrymen that we couldn't have Imran as our PM.
@Aam Pakistani: You don't know but you are following Ch. Shujaat. This is called 'Mitti Pao' approach!
@Aysha M: Yes I'm sure we have throughly investigated it all...Please do pick up a copy and make sure to read about the rigging techniques in Karachi by your beloved MQM (gun mafia)...there is video evidence there too just in case reading so many pages is too difficult.
2000 pages ? Could have made it a bit concise.
In Suo Moto Act against Imran Khan, SC clarify the rules and procedures to Imran Khan, the Court said that once you logged your complaint with the Election Tribunal then SC cannot intervene in these matters. In my opinion 2000 pages mostly consist of applications related to change in polling scheme etc. Nothing can come out from this.
I think this man has reached the point of empty rhetoric whereby no one even listens to his rants anymore. 2000 pages, really? Does anybody have the time to even read that. I mean what could this man possibly have to say about elections being rigged that took 2000 pages of space? Even if systematic rigging is found and every single detail about it is mentioned in the "white paper" it won't take 2000 pages.
@John Imran is a gem who shines from outside but in real it's a fake gem considering it's technicality. I hope you will understand.
Not a PTI fan but i think SC should address Khan's concerns because all major parties, except PMLN, are complaining. If it proves that there was a massive rigging then i'll have my sympathy and next vote for Khan. And if Khan proves to be in a state of denial then he better grow up just as democracy is growing in PK.

Imran is a gem in a pile of dirt!
Guess he never learned that quality beats quantity every time.
Hope the document includes the polling station with above 100% votes polled and PTI candidates won
Imran Khan sb, for God sake, leave this rigging thing aside now, been more than 3 months now and you are still banging your head against the same issue.
This has really undermine the party's position and its perspective have been put in a disarray. There are so many issues running in our beloved country starting from the basic necessities of life, which no leader takes care of and just want to score with people in anyway possible, and that is not the right politics.
Simply accept that you were defeated and MOVE ON! Same was the case with Gore when he was defeated against Bush BUT he accepted the results and moved on, No one is above the constitution and that should be respected and obeyed with due diligence.
I hope IK changes his stance and gets his focus aligned on the noteworthy matters, the REAL matters that are troubling our natiion.
A press conference 24 hours before the election will lead to improvements in the said election?
A 2000-page paper? Nobody can dare speak against that. Go PTI.
