The report, released at a press conference in Srinagar, lists 214 cases and points out 500 perpetrators, which include 235 army personnel, 123 paramlilitary personnel, 111 police personnel and 31 militants.
Numerous senior officials of the Indian army were implicated in these crimes, including two major generals, three brigadiers, nine colonels, three lieutenant colonels, along with many other senior paramilitary and police officials.
The IPTK report also revealed a policy which prohibits the investigation or prosecution of army officials for human rights violations.
The State Human Rights Commission, a judiciary arm in Jammu and Kashmir, implements the method of granting compensation to victims instead of examining human rights cases, as stated in the report.
Missing persons
The APDP demanded an investigation into 8,000-10,000 cases of custodial disappearances in Indian Kashmir by an independent and credible commission.
APDP leader Parveena Ahanger said, "Our stand on the enforced disappearances has been once again vindicated by the recent study conducted by Kashmir University," KMS reported.
Ahanger stated that in most cases, the suspects have been identified by family members of victims and cases against them are pending in court. She insisted that these criminals be convicted, as all the evidence is readily available to the courts.

I dont know about other areas but as far as civilization of muslims in kashmir valley is concerned it has got nothing to dow with india and its roots are in dardic languages and cultures practiced in other dardic areas of neighboring areas like gilgit, chitral in northern pakistan and pashayi areas in north eastern afghanistan.

As an Indian, I can say that if the State has committed acts of violence against its people in Kashmir, the guilty should be punished and a message sent out that we, the Indian citizens, do not abide with violence done in our name.
Its far more important to do the right thing when it is tough than to do the right thing when it is easy or expedient.

Indian army has absolute right to take whatever measures that are necessary to protect national interest in Kashmir just like Pakistan army has right to do the same in Balochistan.

@Vineeth: The reason these separatist want independence is because they are aliens from Uzbekistan who migrated to Kashmir during Mughal rule. My claim based on history was a moral claim, not a legal one. Under which international law can a mere resident of a land claim ownership of land?!!! There is none. Moreover, if you want to take a legal position, Kashmir acceded to India in Oct, 1947 which by all international law and practice amounts to full and final transfer of the territory of Kashmir to India.
@Lala Gee: India was known as a common civilization for more than 5,000 years. It does not matter how many different kingdoms might have been there at different times of history. The fact is that the Current Union of India is formed by the aggregation of all these territories which formed the Indian civilization in the subcontinent and hence Kashmir is very much a part of it.

Kashmir was not part of India even at the time of independence, let alone the whole history. @Harish: I too find it hard to digest that Kashmir, which has been part of the Indian civilization for so long are inhabited now by people who demand its independence from us. But it seems you are blissfully unaware of current international laws, or forget them in the heat of passion. These separatists are inhabitants of this land for the last hundreds of years. Hence they have greater right to decide where they wish to belong, than non-residents like us. We may loathe the idea of giving this right to them, but it does not alter the fact that it is their right.
Good work by Human rights group. We need similar disclosures in many other areas in Pakistan also. Like Balochistan, Sindhistan, K-P, Karachi, and POK... all these places see regular violations which must be highlighted. They should also raise voices in Tibet and Xinjiang where our brothers are massacred every day by the communists. Shame on pakistan and ourselves that there is no one here to talk about these.

The question is that who are these so called separatist Kashmiris?!!! It is clear that since these separatists want to be independent from India, it means that they are not of Indian ancestry. Kashmir is and has been Indian land now and for all of history. Hence, the only way these non-Indian separatist can be "independent" is if they leave Kashmir. They cannot be independent of India, while living on Indian land.
India has been very kind and generous in allowing these aliens to continue to live on Indian land. But if they want to be free from India, these separatists must pack up and leave the Indian land of Kashmir.
