Hajj policy 2012: Applications to open from May 2

ISLAMABAD: The Minstry of Religious Affairs will start accepting Hajj applications from May 2, after the Federal Cabinet on Wednesday granted its unanimous approval for Hajj Policy and Plan 2012 after reviewing it.

The development was announced during a joint press conference by the Minister of Religious Affairs Syed Khursheed Shah, and the Minister of Information Qamar Zaman Kaira at the Prime Minister’s secretariat.

After the signing of a bilateral annual agreement between the Government of Pakistan and Kingdom of Saudi Arabia on February 22, the Hajj Policy 2011 was reviewed and modified on the basis of an in-depth analysis and consultation with all stakeholders through Hajj workshops at Islamabad, Lahore, Karachi and Quetta before being granted approval.

According to the new policy, the Pakistan quota will be 179,210, and will be implemented through a 50:50 division between the government scheme and private hajj group organiser (HGOs) through a fist come, first serve basis.

While giving details of the Hajj policy Syed Khursheed Shah said that the applications under Government scheme will be invited through designated banks and the intending pilgrims may apply in the group of 10-25 through a group leader. Any person who has performed Hajj during the last five years will not be eligible to perform Hajj in 2012 except Mehram, Group Leader or the one undertaking Hajj-e-Badal.

He said that under the Government Hajj Scheme, three categories of accommodation. The Blue Category within 900 meters without transport with a rental ceiling of Saudi Riyals(SR) 7500 per pilgrim, Green Category within 2000 meters with transport with a rental ceiling of SR 5000 per pilgrim and White Category beyond 2000 meters with transport with a rental ceiling of SR. 3600 per pilgrim will be arranged by Pakistan Hajj Mission, Jeddah.

The minister said that Hujjaj under Government scheme will not berequired to pay any amount on account of Personal Exchange Quota (PEQ) and such will be arranged by them from open market through banks or foreign exchange companies.

Hujjaj, he said, will be airlifted by four air carriers PIA, Shaheen Air International, Saudi Airline and NasAir. Airfare for Hajj-2012 as finalised with PIA will be Rs 73000/- for south region and Rs. 85000/- for north region.

Following are the salient features of the Hajj Policy:

1. The Hajj quota for 2012 will be 179,210 pilgrims.

2. Hajj scheme shall be implemented through the Government Scheme and Private Hajj Group Organiser (HGOs) in the ratio of 50:50.

3. Applications for Hajj-2012 under Government hajj Scheme shall be received on the principle of “First come, First serve”.

4. The applications under Government scheme will be invited through designated banks.

5. Intending pilgrims may apply in the group of 10-25 through a groupleader.

6.  Any person who has performed Hajj during the last five years will not be eligible to perform Hajj in 2012 except Mehram, group Leader or the one undertaking Hajj-e-badal.

7. Under the Government Hajj Scheme, three categories of accommodation will be provided, including Blue Category within 900 meters without transport with a rental ceiling of Saudi Riyals(SR) 7500 per pilgrim, Green Category within 2000 meters with transport with a rental ceiling of SR 5000 per pilgrim and White Category beyond 2000 meters with transport with a rental ceiling of SR 3600 per pilgrim will be arranged by Pakistan Hajj Mission, Jeddah.

8.The rent in Makkah Mukarramah will be charged on actual basis while in case of Madinah Munawwarah, it will be charged at a flat rate of SR 500 per pilgrim with the variation of 10%, if so required.

9. Five per cent of the total seats under Government scheme will be reserved for ‘hardship’ cases as defined by the Ministry, applicants belonging to far-flung and rural areas of Gilgit Baltistan, Balochistan and remote and rural areas of Sindh and Punjab and pilgrims recommended and funded by charitable institutions, labour and low paid employees of different public sector organisations and corporate entities under the concept of corporate social responsibility, etc.

10. Hujjaj under Government scheme will not be required to pay any amount on account of Personal Exchange Quota (PEQ) and same will be arranged by them from open market through banks or foreign exchange companies.

11. Hujjaj will be airlifted by four air carriers, including PIA, Shaheen Air International, Saudi Airline and NAS air.

12. Airfare for Hajj-2012: PIA will be Rs 73,000 for south region and Rs 85,000 for north region.

13. For the welfare services during Hajj-2012, a Hajj Medical Mission comprising 540 personnel, 230 Khuddam-ul-Hujjaj and 900 Local Khuddam-ul-Hujjaj in KSA, with a variation of 10%, will be deputed subject to availability of resources. In case of shortage, it would be met through the volunteers Khaddam-ul-Hajjaj Scheme.

14. A comprehensive awareness campaign for education and training of intending pilgrims will be launched.

15. Hujjaj Mohafiz Scheme based on the concept of “Takaful” will becontinued in Hajj Policy-2012.

16. Monitoring and supervision mechanism for hajj operation in Pakistan and KSA shall be strengthened.

17. Hajj Policy-2012 shall be valid for three years subject to adjustment to be made by Ministry of Religious Affairs.

18. The policy will be implemented in accordance with the Work Plan and ‘Saudi Taleemat’.

    Hope this time the Minister of Religious Affairs will work with true spirit and will serve Hajis by all means.

    | don’t want to listen any complaint from any Haji returning to Pakistan and giving interview at the Airport and talk about the corruption of Ministry of Religious Affairs as has been done in the past.

    Suggestions :Pakistan Government should give some subsidiary to minimize the financial burden of Hujjaj like other countries. Further the sincere people should be deputed in the Hajj operations who have the will to serve the Hujjaj.The element of corruption should be eliminated in the holy cause. Respective airline should provide at least 20 litre ZamZam to each pilgrim at the port of their destination.Quality medicines should be provided to the Hujjaj.Government should allocate room numbers of the residence to pilgrims at Haji Camp to avoid any mismanagement and wastage of time in Makkah. Government should engage those Maktab who provide residence near to the Jamaraat in Mina ,like other countries.

    in the current boundless poverty in Pakistan the expensive ritual of Haj is totally superfluous. With that money one should support orphan children which is equal to millions of Hajs.

    For Green Cat; is the amount mentioned includes the other expense also?
    Last year each hajji was mandadory to take SR 1000 at the time of departure.

    (i) Blue Category: North Zone (NZ) Rs 331,000, South Zone (SZ) Rs 319,000
    (ii) Green Category: NZ Rs 268,000, SZ Rs 256,000
    (iii) White Category: NZ Rs 233,000, SZ Rs 221,000

    Don’t poke your nose in matters which is beyond your comprehension.
    Welfare of the orphans or the oranges is important, but ‘Hajj’ is the ultimate call of duty.

    Even Indian Govt and many non Muslim govt provide subsidy.
    Strict check and balance should be established to stop corruption

    This scheme is very expensive. It is not in the reach of Pakistani middle class people. Haj is only in the reach of rich people. Please comparison be made with neighbor country. They take prayers from Muslims, on the other hand our government is not sincere with their middle class people.

    PIA charging 73000PKR is insane … normal return ticket from South pakistan pakistan to Jeddah is roughly 55000 PKR …..

    Actual Rent will be charged in Mekkah, this is complete Corruption, during Hajj season the Rent rates are sky rockting, that why Govt of different countires rent whole building for six months or ….

    Islamabad has completely loss its mind for Corruption …. PPP should have left at least Hajj but nooo for PPP money, insult & Ruling seems to be the religion

    Dear You are right, but Hajj is a worship , which is compulsary once a life.

    Example : If I say dont go to worship at all , the money spending is to be given to poor people. No doubt each work is necessar at each point. Going second / third time is not compulsary so your advise is valid for them

    You should be ashamed of your self that u r charging high accommodation charges and high rates from Pakistani pilgrims. The government should be ashamed of this brutal action. Pakistan should be a welfare state and it should compensate the pilgrims from its funds. The annual budget should have reserve fund for this compensation. It is very sad to note that the government is trying its best to discourage the pilgrims from performing this very sacred rukan of Islam. The Hajj minister should resign from his office for inefficiency.

    @Shabbir: I called Karachi Haji Camp (No one is picking-up phone in Islamabad) and asked about infants hajj policy. They told me that Govt. has not finalized the Infant Hajj Policy yet and you have to submit the whole amount. They will refund the amount after making the policy (They do not know when policy will be finalized)

    Hajj applications submission date is announced by Government, which is from 02-05-2012 but applications are not available in any of the banks. I want to know that this has been done intentionally by the Govt to disturb the people by making them fool and roaming in the banks and asking for the forms, which are still not available in the banks till 1315 hrs on 02-05-2012. For God khuch khof karain aur nation per raham karain.

    The Hajj policy 2012 has been announced by the Government of Pakistan but it was not specified that what will be the expanses of infants with parents. If the Government of Pakistan have a little bit time to tell the depressed and disappoint people about the expenditure of Hajj of infants.

    The Government of Pakistan is supposed to exempt the infants from the Hajj charges, otherwise it will be considered that the infants’ charges go directly to the pocket of Minister of Religious Affairs Syed Khusheed Shah while we have a solid proof like former federal minister Hamid Saeed Kazmi.

    I want to know the hajj policies for overseas pakistanis applying for hajj from pakistan?
    As its mentioned in the forms that applicants have to submit their original passports after the acceptance of their application and those passport will be returned to them in haji camps.
    So how a person residing abroad will manage to travel before hajj in this duration without passport?

    PIA is brutal with the guest of ALLAH. And she is suffering losses since more then 12 years.
    When Gulf, Ittehad and Oman Air covering more distance and extra stop over can charge less from Umrah passengers. Why not PIA? The government should share the pain of Hajjis and allow other Airlines to compete. And Civil Aviation should also co-operate for the welfare of the Hajjis. (The guest of Allah)

    If your application is not successful, you must have received a call from your bank to pick the Pay Order. If you have not received any call from your bank about the payment then congratulations you have been selected for Hajj 2012. My and my family applications have been rejected due to exceed of quota and funds also have been refunded.
