Filtering SMS: PTA may ban over 1,500 English, Urdu words

The list of English words crosses the 1,000 figure, while the Urdu list has over 550 words.

KARACHI: After rumours of the Pakistan Telecommunication Authority (PTA) imposing a ban on porn sites in the country, a new PTA letter floating online orders the imposition of a “system” to ban select words in mobile SMS messages.

A set of two extensive lists in English and Urdu have allegedly been compiled by the PTA. The list of English words crosses the 1,000 figure, while the Urdu list contains over 550 words.

A scan of the letter (dated November 14, 2011) sent from Muhammad Talib Doger, Director General (Services) PTA, states that the filtering of content through SMS must be considered under the scope of “Protection from Spam, Unsolicited, Fraudulent and Obnoxious Communication Regulations, 2009″ and the SOPs laid down to control spamming. The letter is written with reference to a meeting held with mobile phone operators on October 18, 2011 in Islamabad.

PTA has ordered the implementation of the system within seven days of the issuance of the said letter. All operators have been asked to submit a monthly report to PTA regarding the number of blocked text messages.

“Spamming” has been defined as:

The transmission of harmful, fraudulent, misleading, illegal or unsolicited messages in bulk to any person without express permission of the recipient, or causing any electronic system to show any such message or is being involved in falsified online user account registration or falsified domain name registration for commercial purpose.

The letter states that under the “provisions and dictum” by the higher courts, the “fundamental rights of privacy and freedom of speech and expressions guaranteed under the constitution are not unrestricted and are subject to reasonable restrictions imposed by law”.

Clause (d) of sub-section (1) of section 31 of the Pakistan Telecommunication (Re-organization) Act, 1996 states that:

Whoever “unauthorisedly transmits through a telecommunication system or telecommunication service any intelligence which he knows or has reason to be false, fabricated, indecent or obscene” is an offence under the Act.

Content filtering may be done through “through automated machine process(s)/function(s)”  without reading or disclosing “content of intelligence” by a human being in order to protect consumers under provisions of the Act.

Under license condition No.7.8 of the cellular mobile license:

The Licensee shall take all reasonable steps to track, locate and prevent the source of harassing, unsolicited, offensive, fraudulent or unlawful communication.

Director PR for PTA, Mohammad Younis, while speaking to The Express Tribune, said that he was not aware of any such letter being sent out, adding that many letters are sent out to operators every day, and not all of them go through the PR office.

Speaking on whether the PTA had taken a decision on SMS filtering in the past, Younis said that the authority does not take such decisions and only passes on the instructions to licensees once a decision is taken by a ministerial committee.

While much of the list contains expletives, a number of words to be banned include medical terms, terms used by particular minority groups, common words from the English language and rap group, WuTang Clan.

    As a Christian I personally feel offended that Jesus Christ is on this dumb list. To put the name of the prophet of millions in this country on a list full of swear words and marking it as spam, swear, inappropriate or whatever they want to label it, is just OFFENSIVE and UNACCEPTABLE!!

    Im sorry to say Muslims in Pakistan are the biggest hypocrites in the world. If someone says anything about Prophet Muhammad, it is blasphemy punishable by death. But if u put the name of Jesus on a list of profane words, thats acceptable!

    As annoying as spam is, this is not the answer. Not even close. Also it’s not so bad as to call for censorship even if it would work, which it won’t. It will take spammers maybe a week to collectively think up alternatives. The fact the list is published speeds it up even more. You’re just punishing everyone else with that kind of thing. Furthermore,compiling a common list of words that is updated frequently and making it widely available with directions for interested individuals on how they can setup their own filters is more than enough. It will be just as effective without the negative backlash. Most things frequently used by spammers provide a filter feature.
    Knock off the dumb babysitter routine. It’s not like people even learn the words on the internet through spam. That goes for every organization that does the same or similar, too.
    Peoples personal lives are not the business of any organization, especially in the area of restriction.

    On the one hand, words like period or TONGUE will change to “time of month” or “that thing in my mouth I taste stuff with”. Using several more characters than they usually would. The length of the average sms as a result of this ban (if enforced) will increase by atleast 35 percent. This means more credit bought and sold. Either that or once we decide it’s just easier to call instead, same result, and they make a lot more money.

    On the other hand…it might give Pakistanis a reason to open a god damned thesaurus.

    I can use atleast seventeen of the words in that banned list to describe PTA’s services. Comparing it to a bad case of athlete’s foot is one of them. I don’t think it’s a coincidence.

    I would advise the if PTA is hell bent upon banning this then at least the sender should be informed whether his/her sms has been delivered or not. Not everybody is familiar with all words and their derivatives that may be on the banned list. Some misspellings due to typing may render important sms undelivered.
    I would suggest that instead of banning the sender must be informed that such a msg will not be delivered due to such and such word so that the sender can rectify the error.

    SMS messages are extremely private and no one should make it their business to censor what people should text one another. There is always the option to call up that same person and say the exact same thing verbally, are they going to stop that too? IF this is true, which I doubt, then the person who compiled this list is seriously lacking grey cells yet at the same time possesses an extremely colorful albeit perverse imagination. The PTA will only succeed in making a laughing stock of themselves.

    i found the list to be quite entertaining. and i even learned some new words. kudos to PTA for introducing a reference list of cuss words for the benefit of the nation. Considering the inefficiency of pakistani beaurocracy, and how they always require some smoochzala before taking action (no this word is not on the list), I doubt they will ever ban it. So dont worry people, just trust in the ineptitude of our government, we will always be free to send and receive ridiculously phrased spammed forwarded jokes that are NOT funny at all

    What an incredible waste of time

    There is no way that banning certain words will remove them from usage. Circumventing automatic censoring is the easiest thing in the world. All you have to do is spell it phonetically or add/subtract a letter or two and you’re through.

    I really don;t care about the moral angle on this discussion. What matters is whether its even possible to implement or not.

    One might as well try to ban heavy breathing, itching your foot on a friday or reading in the loo. No matter how many resources are poured into such a ban, its never going to be successful and will only achieve wasted time and annoyed users.

    This is insane. i think PTA needs to go into hibernation. i mean, umm if they have such an issue then they should stop texting themselves… why take away everyone else’s freedom? if this has to be the case then the PTA list of words hasn’t left out any word at all… we all should just stop smsing. crazy people, honestly, all of us are not extremists… i’m sure even the PTA indulges in stuff like sex before marriage. and texting is just letters and words… not even the real deal.

    This is the NFL’s banned list of words, not the PTA’s. That is why there are words like “Athlete’s foot” on it.

    do, put, push, take it out also carry double meaning and should be banned. A child cannot love his parents or his country. There are many porn websites in Chinese language. Whether our all-weather friend will not get offended if we ban them. There are always friends in other countries who will give u links to the porn sites.

    What about Jesus Christ? Jesus Christ is the most SACRED name for Christians….They are trying to ban “JESUS CHRIST” What is wrong with Pakistan? I will leave this country as soon as possible…..its not WORTH living. Pakistan just proved that there is absolutely NO religious freedom here…..I advice all Christians in Pakistan to follow the foot steps of other Christians who left this Country for good. We Christians must leave this Country….First they are banning HOLY BIBLE and now the are banning the name of King of Kings JESUS CHRIST.
