ISLAMABAD: 

The National Accountability Bureau (NAB) has launched an investigation against the brother of former army chief General (retd) Ashfaq Parvez Kayani over his alleged role in a Rs17 billion Defence Housing Authority (DHA) City Lahore scam.

The DHA City project was launched in 2009 primarily to accommodate and facilitate the families of “shuhada (martyrs), war wounded and soldiers of Pakistan armed forces by allotting them small size plots in recognition of their services for the country.”

Gen Kayani’s brother Kamran Kayani of Elysium Holding and Hammad Arshad of Globaco offered their services to facilitate DHA Lahore to carry out the project by acquiring land. However, they failed to deliver the plots to soldiers and families of shuhada and general public even after six years. This prompted DHA to lodge a formal complaint against Kamran Kayani and Hammad Arshad with NAB.

According to DHA officials, the housing authority accepted the offer in good faith. However, Kamran and Hammad ‘played dirty’ and embezzled the hard earned money of the general public, they said.

DHA sources said Kamran played the lead role in getting the project due to his ‘obvious’ closeness to concerned quarters. When the contract was awarded to Globaco and Elysium Holding, General Kayani was the country’s army chief.

NAB sources said the names of the concerned had been put on the Exit Control List and properties owned by them had been frozen.

It is pertinent to mention here that the same group is also involved in a corruption scandal in DHA Islamabad which NAB is investigating as well.

    Is this justice per se or NABs attempt to divert attn from Zardari, Ayan, Asim, Sharjeel and the sitting king and Kings men?
    Where was NAB when Kayanis Bro was executing this deal? Is it an effort to belittle Army and it’s chief? NAB’s intent seems foul.Recommend

    This country needs another example like admiral Mansoor Ul Haque.. Kayani and his ill bred siblings should be paraded around in shackles in front of everyone.. He should be made a public example that no one is above reproach and certainly not above the law. The example should send fear running through the spines of anyone who aspires to be corrupt. If the army allows it, with out considering it a threat to the institution buy as a purging of filth.. I will repeat non stop “thank you raheel shareef”. This filthy family has destroyed the institution and it’s uprightness.Recommend

    The accountability being set in motion against Gen.Kayani’s brother is being done by Punjab Govt not Gen.Raheel. Gen.Kayani’s brother and his family are long gone to Australia where they own massive farms and property. This is all hogwash. Gen Raheel will never do accountability against anyone from military. Look at Gen.Musharraf’s case and look at the scam of the Lahore’s Golf Course perpetrated by one of the Ex-DG ISI. The previous corrupt military regimes have ruined Pakistan. Thankfully course correction is taking place under Gen.Raheel. It remains to be seen whether it will continue after him.Recommend

    The DHA City Fraud is unbelievable under the umbrella of DHA which is the most respected and trusted name in Pakistan, this was the only one platform for overseas Pakistanis to invest in Pakistan property market without any doubts and hesitations. while living abroad from Pakistan it is very hard to say that all of the life times hard earned money on the cost leaving loved ones back in Pakistan and compromising our luxuries etc we used to send all back home in chasing our dreams which usually happened at time of retirement and then one learned that his best and hard earned money is looted by some untouchables or above the law people having highest backups.

    I would humbly request to Gen. Raheel Sharif that where he fighting for us on other fronts, please look in this matter on ASAP basis due to the fact to restore DHA name and our money which actually belongs to our childern’s future. Recommend

    @Malverous, you do not have to be critical all the times. If it is NAB then they should have taken action when the contracts were being awarded. If it is your Shareef leader then they should have helped military take action against politicians to conclusion. The Dr. Asim case and London baron case would not be lingering.Recommend

    My interest/hope is that this could be the starting point. Similarly, filth is spread here in Karachi may be in different shape, but in larger size. It is surely spread in other parts of our country too.

    This is because our economy is not properly Documented and hence Income is not fully Taxed.

    If two things are corrected then Pakistan will come out of Monetary Constrain.

    But again, who will Bell the Cat !

    This sort of things will keep happening, because there is no regulatory mechanism in place in Pakistan to watch over the financial management of project sponsors. As a result, many project sponsors, if not all, get away by diverting buyers’ installments to finance other projects, rather than completing the development. Even buying the land from buyers’ payments is a crime because buyers are paying for their land/villas/apartments. Hammad Arshad has been caught but there are scores of other project sponsors who are doing the same without Hammad Arshad.
    In many other developing countries, let alone developed, there are very strict regulations that compel the sponsors to complete the projects with buyers’ payments or face serious action.
    Currently many project sponsors, including the top name, are delaying projects completion because they have mismanaged their financial affairs, and because new buying is slow, the projects are in dire straits.
    Please make no mistake – there are other “scams” in the waiting. Recommend
