Awaiting recruitment: CADD, Polyclinic ordered to issue letters

ISLAMABAD: The Islamabad High Court on Thursday ordered the heads of the Capital Administration and Development Division (CADD) and Polyclinic to issue offer letters to around 35 junior hospital technicians.

Justice Noorul Haq N Qurershi ordered the CADD secretary and the Polyclinic executive director (ED) to issue offer letters to the junior officers (JO) in BPS-09 at Polyclinic who have yet to receive appointment letters despite fulfilling selection criteria and being placed on a merit list.

The order came in response to a petition filed by several technicians through Muhammad Abdul Latif Gujjar challenging CADD orders on May 21, 2013, and June 6, 2013, regarding cancellation of the recruitment of technicians for Polyclinic.

In his petition, Gujjar stated that authorities had advertised 118 posts of JOs among around 200 posts for doctors and paramedical staff in 2013, but the chairman departmental selection committee (DSC) succeeded in obtaining an order from CADD for cancelling the recruitments.

It is alleged that the committee had promised several candidates for their selection, and appointment against various posts. When their selection could not be managed, he filed three complaints with the ministry and halted the recruitment process.

Gujjar had cited the CADD secretary and section officer as well as the current and former EDs of Polyclinic and the chairman of DSC as respondents. While accepting his petition, the court declared the CADD orders illegal, unlawful and without any lawful justification.
